Two Arrested Following Child Predator Task Force Investigations

 Wilmington – Attorney General Beau Biden today announced the October 13, 2011 arrests of two New Castle County men following separate investigations initiated by the Delaware Child Predator Task Force.

“Every day the Delaware Child Predator Task Force is taking action to keep our families safe,” said Attorney General Biden.

            On October 13, 2011 the New Castle County Police Department, a Task Force member agency, executed a search warrant at a residence located at 2711 Marklyn Drive in Brandywood, New Castle County.  The Task Force investigation was initiated after authorities received information from Yahoo that images of child pornography had been uploaded to a Flickr account.  When the investigation led investigators to a subject at the Brandywood residence the New Castle County Police Department continued the investigation and secured the search warrant.  Following the execution of the search warrant police interviewed Clinton Bishop, age 45, a resident of the address, who admitted that he had downloaded images to his personal computer and that he had participated in role playing during online chats with other users on Yahoo.  Investigators learned that Bishop had uploaded multiple images of child pornography, including girls as young as seven years old.  Bishop was arrested and charged with 18 counts of dealing in child pornography.  He was ordered to have no contact with children under the age of 18 and was committed to Howard Young Correctional Institution in lieu of $180,000 cash bail.  He later posted $180,000 cash bail and was released.

            On October 13, 2011, the Child Predator Task Force executed a search warrant at 51 Rossiter Circle, Salem Woods, Newark.  The search warrant was obtained as a result of a report that a resident of the address, Alejandro “Alex” H. Pabon-Rico, age 20, a convicted offender was using social networking sites in violation of conditions of his release.  Pabon had been arrested on January 25, 2011 as a result of a Task Force investigation and was released on $120,000 unsecured bail with a condition of release that he have no Internet access except for school and work purposes.  On July 25, 2011 Pabon pled guilty to three counts of possession of child pornography in New Castle County Superior Court and sentencing was scheduled for October 21, 2011.  Task force investigators subsequently received information that Pabon was using a Twitter account and was posting information not related to school or work.  Investigators confirmed that one of the posts suggested that Pabon had obtained a “Sig P250” – a reference to a 9mm handgun.  Detectives observed that Pabon had over 2,000 “tweets” on his Twitter account, none of which related to school or work, and that he was communicating online with females of indeterminate age.  When the search warrant was executed, Pabon admitted to accessing the Internet for uses other than school or work.  During the search of Pabon’s room, detectives recovered a laptop computer, two cell phones, and an iPod Touch that was connected to the Internet when detectives entered the residence.  Pabon was arrested and charged with non-compliance with a condition of bail.  He was arraigned via videophone at JP Court #2 and released on $1,000 secured bail.
