Child Predator Task Force Arrests Newark Man on Child Pornography Charges

Wilmington – An investigation by the Delaware Child Predator Task Force has resulted in the arrest of a Newark man on charges of dealing child pornography, Attorney General Beau Biden announced today.  Gordon M. Riggs, 60, was arrested yesterday following the execution of a search warrant at his residence by Task Force personnel.

“The Delaware Child Predator Task Force continues to keep kids safe by going after child predators with the best training and technology,” said Attorney General Biden.

An online undercover investigation into dealing child pornography led detectives to Riggs’ residence at 29 Honeysuckle Drive in Newark, for which they obtained a search warrant. After executing that warrant on February 14, detectives seized four computers and other assorted digital media, which were taken to Delaware State Police Troop #2 for forensic examination. Riggs was also taken to Troop #2 for further investigation.

A forensic preview of one of the computers revealed over 25 images of child pornography, including an image of an approximately 10-year-old girl with her genital area exposed. In an interview with detectives, Riggs admitted that he used the internet to look for child pornography. He also stated that he was unemployed and living off of a military pension, having retired from the Delaware Air National Guard in December 2011 after over 40 years of service.

Based on the interview with Riggs and the forensic previews of the computer, Riggs was arrested and charged with 25 counts of dealing child pornography. He was arraigned by videophone at J.P. Court #2 and ordered held on $500,000 secured bail. Riggs was detained at Howard R. Young Correctional Institute in Wilmington.
