Delaware Department of Justice Sentencing Announcement

Wilmington, DE – The Delaware Department of Justice today announced sentences in the following
criminal cases:
James R. Hardwick, age 49 of Newark, was convicted at trial in New Castle County Superior Court on
June 3, 2008 of twenty-nine counts of 1st degree Rape and two counts of 2nd degree Attempted Rape.
The defendant engaged in sexual intercourse with his stepdaughter and her friend, both juveniles, on
multiple occasions between 2003 and 2007. Hardwick was arrested by Newark Police in September,
2007.
Hardwick was sentenced in New Castle County Superior Court today by Judge Jerome O. Herlihy to
31 life sentences.

Dustin Wolford, 19 of Magnolia, pled guilty on April 21, 2008 in Kent County Superior Court to 2nd
degree Burglary, 2 counts of 3rd degree Burglary and Theft of a Motor Vehicle.
Wolford was involved in a string of burglaries of sheds and other non-residential buildings from late
2007 to early 2008. He was arrested by Delaware State Police on November 1, 2007 and again for
similar charges on January 23, 2008.
Wolford was sentenced in Kent County Superior Court today by Judge Robert B. Young to one year in
prison followed by one year of work release, and then one year of probation. Wolford was additionally
sentenced to undergo mental health and substance abuse evaluations, and to obtain anger control
treatment. Wolford must also pay restitution and have no contact with the victims.

Kenneth Iacone, age 38 of Dover, pled guilty on June 12, 2008 in Kent County Superior Court to
Identity Theft and 2nd degree Forgery.
Iacone, stole pills and a bank card from an employee at a psychiatric hospital when he drove a patient
there for an appointment. He later used the card to purchase merchandise. The employee indicated
that this crime caused emotional distress with physical implications. Iacone was arrested on January 4,
2008 by the Dover Police Department.
Iacone was sentenced in Kent County Superior Court today by Judge William L. Witham, Jr. to eight years in prison suspended after completion of the Greentree Program, a drug rehabilitation program for inmates. The incarceration is to be followed by two years of probation. He was ordered to pay restitution, to have no contact with the victim, undergo a substance abuse evaluation and treatment and be monitored by TASC (Treatment Access Center), an agency that provides drug and alcohol treatment services to offenders. __________________________________________________________________________________
Former Bethany Beach Police Officer Robert L. Talbot pled guilty in Sussex County Superior Court on Wednesday, August 27, 2008 to charges stemming from a criminal investigation by the Bethany Beach Police Department and the Delaware Department of Justice. That investigation followed a 2007 audit of the Bethany Beach Police Department overtime budget.
Talbot pled guilty before Judge E. Scott Bradley to one count of Theft By False Pretense and one count of Offering a False Instrument for Filing. The charges cover falsification of overtime documents and medical reimbursement requests that were submitted and paid by the Town of Bethany Beach.
Judge Bradley immediately sentenced Talbot to one year imprisonment for each charge, suspended for one year of probation for each. He was ordered to pay restitution of $3,132.22 to the Town of Bethany Beach. In addition, Talbot agreed not to contest decertification by the Council on Police Training (COPT) and agreed not to seek future employment as a police officer.

Former Bethany Beach Police Officer Sentenced in Theft Case

27, 2008 to charges stemming from a criminal investigation by the Bethany Beach Police Department

Delaware Department of Justice Sentencing Announcement

Wilmington, DE – The Delaware Department of Justice today announced sentences in the following
criminal cases:
Antonio Logan, age 46 of Wilmington, pled guilty in New Castle County Superior Court on June 5,
2008 to two counts of Robbery 1st Degree.
On September 11, 2007, Logan robbed Wilmington branches of Artisans Bank and Delaware National
Bank. During both robberies, Logan claimed to have a bomb, but did not. However, during the
second robbery, he produced a fake bomb. Logan was arrested by Wilmington Police on December 6,
2007.
Logan was sentenced in New Castle County Superior Court today by Judge Richard R. Cooch to 18
years in prison followed by six months of work release and then 18 months intense probation.

Jason M. Wood, 32 of Newark, pled guilty in New Castle County Superior Court on May 27, 2008 to
two counts of Unlawfully Dealing in Child Pornography.
Following an investigation by members of the Delaware Child Predator Task Force, Wood was
arrested in November 15, 2007 for having 281 images of children being sexually abused on his
computer.
Wood was sentenced in New Castle County Superior Court today by Judge Richard R. Cooch to three
months in prison, followed by 18 months intense probation, during which he is to have no contact with
the internet. Wood was additionally sentenced to undergo a mental health evaluation, a substance
abuse evaluation, and to obtain sexual disorder treatment. Wood must also register as a tier two sex
offender.

Zafeer Muhammad, formerly known as Keith Gross, age 50 of Marydel, MD, pled guilty on June 13,
2008 in Sussex County Superior Court to 6 counts Unlawful Sexual Contact 2nd Degree.
Between July 1989 and July 1993, Muhammad sexually abused two minors, who in 1989 were ages 5
and 8 years of age. In early 2008, one of the victims saw the defendant for the first time in many years
and contacted Milton police about the past sexual abuse. After being indicted by a Delaware Grand
Jury, Milton police notified Maryland authorities, who arrested Muhammad on April 3, 2008. He was extradited to Delaware on April 8, 2008. Muhammad was sentenced in Sussex County Superior Court today by Judge Richard Stokes to 6 years in prison, followed by 6 years intense probation. During his incarceration, Muhammad is to complete the sex offender treatment program. In addition, Muhammad is to have no contact with the victims or any children. He must also register as a tier 3 sex offender. Muhammad was already a registered sex offender in Maryland and had been previously convicted of raping a child in Delaware in 1988. # # #


Delaware Department of Justice Sentencing Announcement

Wilmington, DE – The Delaware Department of Justice announced sentences in the following
criminal cases:
Eroll Harper, age 44 of Philadelphia, PA, was convicted in New Castle County Superior Court on
April 22, 2008 of 2 counts of Rape 2nd Degree, 8 counts of Unlawful Sexual Contact 2nd Degree, 6
counts of Indecent Exposure 1st Degree, Continuous Sexual Abuse of a Child, 2 counts of
Endangering the Welfare of a Child, and Sexual Solicitation.
Between June and November 2005, Harper abused multiple victims whose ages ranged between 9-10
years. Harper was arrested on November 22, 2006 by New Castle County Police.
Harper was sentenced in New Castle County Superior Court today by Judge John E. Babiarz, Jr. to 50
years, suspended after 22 years, followed by 2 years of Intense Probation. He must also register as a
Tier 3 Sex Offender.

Aaron Archy, age 20 of Wilmington, was convicted on May 15, 2008, in New Castle County Superior
Court to First Degree Murder and Possession of a Firearm during the Commission of a Felony,
Possession of a Firearm by a Person Prohibited.
Archy was arrested by Wilmington Police on December 6, 2005, for the murder of 17 year old Luis
Perez. On November 21, 2005 the defendant was present in Wilmington’s Riverside neighborhood
with known drug dealers. Archy and the victim walked around the corner and out of sight of those on
the street. A single shot was heard and the victim was observed lying on the ground while the
defendant walked away from him.
Archy was sentenced in New Castle County Superior Court today by Judge Charles H. Toliver, IV to
Life in Prison, plus an additional 33 years in prison.

Marvin Davis, age 21 of Newport, pled guilty on June 9, 2008 in New Castle County Superior Court to
Manslaughter and Possession of a Firearm during the Commission of a Felony.
Davis was arrested by New Castle County Police on June 16, 2007. On June 5, 2007 a fight occurred between several young females in New Castle County’s Belvedere neighborhood. During the altercation, Davis rushed into the crowd and discharged his firearm. The shot from Davis’s gun did not result in the death of the victim, who died from a gunshot wound sustained during the altercation.
Davis was sentenced in New Castle County Superior Court on August 13, 2008 by Judge Charles H. Toliver, IV to 23 years in prison suspended after 10 years. __________________________________________________________________________________ Edward Palmer, age 59 of Magnolia, pled guilty on June 11, 2008 in Kent County Superior Court to Driving under the Influence of Alcohol.
On March 26, 2008, Palmer was arrested by Delaware State Police when he continued through a sobriety checkpoint without stopping as directed. Further investigation revealed that the defendant had a Blood Alcohol Content of .23. Given Mr. Palmer’s criminal history, which included more than ten previous DUI arrests, six previous DUI convictions, and two convictions for fleeing the scene of a personal injury accident, the State requested a pre-sentence investigation.
Palmer was sentenced in Kent County Superior Court on August 12, 2008 by Judge James T. Vaughn to two years in prison, followed by six months of work release and one year of intense probation.

Lea Workman, age 36 of Dover, pled guilty on July 2, 2008 in Kent County Superior Court to Arson 2nd Degree.
Workman was arrested by the Delaware State Fire Marshal’s Office on January 10, 2008. On January 10, 2008, after a dispute occurred between a friend of the defendant and the victim, Workman traveled to the victim’s residence and set fire to the victim’s vehicle.
Workman was sentenced in Kent County Superior Court on August 14, 2008, by Judge Robert Young to 8 years in prison, suspended after 60 days for 1 year at level four home confinement, followed by 1 year of intense probation. She was ordered to have no contact with the victim and to complete an anger management program and parenting classes. In addition, she was ordered to undergo a mental health evaluation and substance abuse evaluation and treatment.

James Alex, age 32 of Wilmington, was convicted on July 3, 2008 in Kent County Superior Court for Failure to Register as a Sex Offender, Maintaining a Vehicle for Keeping Controlled Substances, Possession of Drug Paraphernalia, Possession of Marijuana, Failure to have Insurance Card in Possession, Failure to Signal a Turn, Driving at an Unreasonable Speed, Improper Lane Change, Failure to Have Driver’s License in Possession, Driving Under the Influence of Alcohol/Drugs.
Alex was arrested by Delaware State Police on February 28, 2008 after an officer noticed the defendant driving erratically.
Alex was sentenced in Kent County Superior Court on August 14, 2008, by Judge Robert Young to 18 months in jail, 1 year at level 4 work release, 1year at level 3 probation, and fines totaling $1,600. He must complete an anger management course, receive a mental health evaluation and substance abuse evaluation, and obtain sexual disorders counseling. He must also register as a Tier 3 sex offender.

Delaware Department of Justice Sentencing Announcement

Wilmington, DE – The Delaware Department of Justice today announced sentences in the following
criminal cases:
Thomas R. Fedorkowicz, age 28, was convicted in New Castle County Superior Court on June 5, 2008
of Attempted Robbery 1st Degree, Assault 1st Degree and Conspiracy 2nd Degree.
On November 13, 2007 Fedorkowicz attempted to steal a power tool from a Home Depot in Newark
Delaware. The Home Depot loss prevention officer observed the attempted theft and tried to stop
Fedorkowitcz by identifying himself and standing in front of him. Fedorkowicz threw the power tool
at the officer and kicked him in the wrist, causing a bone fracture. Fedorkowicz fled the scene but was
arrested on December 7, 2007 by Delaware State Police.
Fedorkowicz was sentenced in New Castle County Court today by Judge M. Jane Brady to five years
in prison followed by two years of probation.

Lekevis Williams, age 19, pled guilty on May 12, 2008 in New Castle County Superior Court to 11
felony counts which included Robbery 1st degree and Conspiracy to Commit Robbery 2nd degree.
Robert Littlejohn pled guilty on May 21, 2008, to 12 felony counts which included Robbery 1st degree,
Possession of a Firearm during the Commission of a Felony, and Conspiracy to Commit Robbery 2nd
degree.
Between October 24, 2007 and November 2, 2007, Littlejohn and Williams, committed a series of
armed robberies of gas stations and convenience stores throughout New Castle County. The
defendants were arrested by Delaware State Police on November 3, 2007 and were indicted by the
New Castle County Grand Jury on December 17, 2007, on charges in connection with the commission
of 6 armed robberies.
Littlejohn and Williams were sentenced in New Castle County Court today by Judge M. Jane Brady.
Williams, the getaway driver in these robberies was sentenced to 8 years in prison, followed by two
years of probation. Littlejohn, the gunman in these robberies, was sentenced to 13 years in prison
followed by two years of probation.

Joseph Willey, age 39, pled guilty on April 4, 2008 in Sussex County Superior Court to 4 counts of Unlawfully Dealing in Child Pornography. Willey was arrested by members of the Delaware Child Predator Task Force on December 31, 2007, after his former girlfriend notified the Delaware State Police that she had found depictions of children being sexually abused on a computer they shared. The computer was turned over to the High Tech Crimes Unit of the Delaware State Police and a forensic examination revealed numerous child sexual exploitation photographs. Willey was indicted by the Sussex County Grand Jury on March 10, 2008. Willey was sentenced in Sussex County Court today by Judge Richard Stokes to one year in prison, followed by one year of work release, and two years of intense probation. In addition, he is to have no contact with minors on the Internet during his probation and he must register as a sex offender. __________________________________________________________________________________
Jose Buckmaster, age 20, pled guilty on June 4, 2008 in Sussex County Superior Court to felony Assault 2nd Degree.
On January 25, 2008 Buckmaster became upset with his girlfriend and intentionally caused serious physical injury to her 10-month-old child. During the investigation human bite marks were discovered on over 70% of the child’s body.
Buckmaster was sentenced in Sussex County Court today by Judge Richard Stokes to 8 years in prison, suspended after serving 5 years, followed by 6 months of work release, and then 2 years of intense probation. He was also ordered to undergo a mental health evaluation, and to obtain substance abuse treatment.
