Delaware Department of Justice Sentencing Announcement

Wilmington, DE – The Delaware Department of Justice today announced sentences in the following
criminal cases:
Gregory Semans, age 20 of Frederica, pled guilty on September 9, 2008 in Kent County Superior
Court to two counts of Burglary 3rd Degree and one count of Conspiracy 2nd Degree.
On June 27, 2007, Semans broke into several cars and a shed in High Point. He was arrested by
Delaware State Police on August 13, 2007.
Semans was sentenced today in Kent County Superior Court by Judge Robert B. Young to one year of
Intense Probation. He was also ordered to pay restitution and complete drug counseling.

Michael A. Hall, age 25 of Townsend, was found guilty on July 23, 2008 in New Castle County Court
of Assault 2nd Degree.
On January 6, 2008, Hall was involved in an altercation and punched the victim.
Hall was sentenced today in New Castle County Superior Court by Judge Fred S. Silverman to six
months of Home Confinement or another similar Department of Corrections program or until Hall
completes Anger Management Counseling, after which he will serve 18 months of Intense Probation.
In addition, he was ordered to pay restitution, to have no contact with the victim, and to submit to a
substance abuse evaluation and undergo treatment. Hall must also obtain a GED and obtain and
maintain full-time employment.

Gamliel Negron, age 23 of Wilmington, pled guilty on February 26, 2008 in New Castle County
Superior Court to Possession with Intent to Deliver. Negron was also found guilty on September 3,
2008 in New Castle County Superior Court of a second count of Possession with Intent to Deliver and
Possession of a Firearm During the Commission of a Felony.
Negron was arrested on three separate occasions, twice in October 2007 and again in February 2008,
and charged with possession with intent to deliver marijuana. In addition, on one of these occasions he
was also charged with Possession of a Firearm during the Commission of a Felony. On each occasion
Negron was arrested by Wilmington Police.
Negron was sentenced today in New Castle County Superior Court by Judge John A Parkins to three years in prison, followed by six months of work release and then 18 months Intense Probation.

Delaware Announces Settlement with Educational Research Center of America

Wilmington, DE – The Delaware Department of Justice announced today that it has recovered $7000
through a settlement with the New Jersey company, Educational Research Center of America, Inc.
(ERCA). The settlement resolves allegations that ERCA illegally offered gift cards to educators in
exchange for distributing student surveys designed to collect personal information, and that it failed to
provide opt out notifications. ERCA provided student information that it obtained though these
surveys to educational institutions and to commercial businesses that market products and services to
students.
“Consumers have a right to know how organizations will use the information they provide
through surveys,” stated Timothy Mullaney, Director of the Fraud and Consumer Protection Division.
“This agreement ensures that these uses will be disclosed and that consumers will be notified of their
right to opt out.”
In addition to the financial terms of the settlement, ERCA will take the following measures:
• Cease to offer anything of value to educators in connection with student survey-related solicitations
• Disclose the existence and nature of its purpose for collecting survey information, as well as the
types of entities that will receive the information, in all the documents it uses to collect data
• Provide an opt-out notice to each school, to be provided to parents of students under 18 and to
students 18 and older, if it uses or permits others to use survey data for any non-educational
marketing purpose
• Cease all future uses of information from students who opt-out within ten business days of
receiving the request
The national settlement totals $200,000 and involves 36 states, and the District of Columbia.
Delaware’s $7,000 recovery will be paid to the State’s General Fund.

Scammer gets 4½ years for bilking a senior

Wilmington, DE –The Delaware Department of Justice today announced that Juanita Lamb, age 51of
Englewood, New Jersey, was sentenced to prison today for Theft, Attempted Theft, and Conspiracy
after she was convicted of scamming an 86 year-old victim out of more than $6,300.
“Scam artists often target seniors and count on their victims to not report their crimes,” said
State Prosecutor Richard Andrews. “We’re holding this offender accountable to the law and we’ll
continue to act aggressively to stand up for victims and combat senior abuse.”
On July 16, 2007, Lamb scammed the victim, whom she approached at a New Castle County
shopping center. Lamb claimed she had found a large sum of money and she offered to share it after
the victim provided cash as collateral. Lamb convinced the victim to withdraw $6,345 from a bank
account and provide it to her. The victim later reported the crime to police. Delaware State Police
arrested Lamb on November 8, 2007.
New Castle County Superior Court Judge M. Jane Brady sentenced Lamb to 4½ years in
prison, followed by one year of probation. She was ordered to pay $6,370 in restitution and court costs
and was required to obtained substance abuse and mental health evaluation and treatment.
Lamb was convicted by a New Castle County Superior Court Jury on August 14, 2008 of 1
count of Theft of Greater than $1,000 of a person over 62 years of age, 2 counts of Attempted Theft of
a person over 62 years of age, and 2 count of Conspiracy 2nd Degree.

Delaware Department of Justice Sentencing Announcement

Wilmington, DE – The Delaware Department of Justice today announced sentences in the following
criminal cases:
Mark Purnell, age 19 of Wimington, was found guilty on April 25, 2008 in New Castle County
Superior Court of 2nd degree Murder, 1st degree Attempted Robbery, Possession of a Deadly Weapon
During the Commission of a Felony, 2nd degree Conspiracy, Possession of a Deadly Weapon by a
Person Prohibited, and Possession of a Firearm During the Commission of a Felony.
On January 30, 2006, Purnell shot and killed Tamika Giles during an attempted robbery in
Wilmington. Purnell was arrested by Wilmington Police on January 23, 2007.
Purnell was sentenced today in New Castle County Superior Court by Judge M. Jane Brady to 43 years
in prison, followed by 6 months of Work Release, then 2 years of Intense Probation, and then 17 ½
years of Probation.

Jay T. Smith, age 44 of Wilmington, pled guilty to 2nd degree Robbery, 2nd degree Conspiracy,
Receiving Stolen Property and Resisting Arrest.
On February 1, 2008, Smith robbed his victim who was walking to work. Smith fled the scene in a
getaway vehicle. The victim was able to read the vehicle’s tag number and provided the information,
along with a description of Smith, to New Castle County police. He was arrested by Wilmington
Police on February 2, 2008.
Smith was sentenced today in New Castle County Superior Court by Judge M. Jane Brady to 17 years
in prison.

Stephen Eashum, age 18 of Dover, pled guilty on August 26, 2008 in Kent County Superior Court to
2nd degree Robbery and 2nd degree Conspiracy.
Eashum committed a series of convenience store robberies on April 26 and April 27, 2008. During
these robberies Eashum was the getaway driver. Eashum was arrested on April 30, 2008 by Dover
Police.
Eashum was sentenced on Tuesday, October 14, 2008 in Kent County Superior Court by Judge James
T. Vaughn to 1 year in prison followed by 1 year of Intense Probation.

Delaware Department of Justice Sentencing Announcement

Wilmington, DE – The Delaware Department of Justice today announced sentences in the following
criminal cases:
John Cameron, age 42 of Claymont, pled guilty on August 8, 2008 in New Castle County Superior
Court to 1st Degree Murder.
On August 2, 2007, the defendant attempted to rob a gas station in Claymont, Delaware. During the
robbery attempt Cameron stabbed the store clerk, resulting in the death of the victim. Cameron was
arrested by Delaware State Police on August 2, 2007.
Cameron was sentenced today in New Castle County Superior Court by Judge Joseph Slights to life in
prison without the possibility of parole. In addition, Cameron was ordered to have no contact with the
victim’s family.

David Morrill, age 53 of Millsboro, pled guilty on August 22, 2008 in Sussex County Superior Court
to two counts Felony Endangering of a Child, 3rd Degree Unlawful Sexual Contact, and Providing
Alcohol to a Minor.
On March 8, 2008, Morrill invited two male juveniles to stay at his home with him. During the visit he
provided alcohol to both and had a sexual relationship with the one of the juveniles. Morrill is a
registered sex offender as a result of convictions in 1990 and again in 1997. Morrill was arrested on
March 20, 2008 by Delaware State Police.
Morrill was sentenced today in Sussex County Superior Court by Judge T. Henley Graves to 3 years in
prison during which time he must undergo sex offender treatment. His incarceration will be followed
by 1 year of intense probation. He must register as a Tier 3 registered sex offender and will have GPS
monitoring upon his release from prison. In addition, Morrill will also be prohibited from having
contact with any minor without a parent being present.

Gary Waters, age 44 of Frankford, pled guilty on July 23, 2008 in Sussex County Superior Court to
Felony Resisting Arrest and Possession of Marijuana.
Waters was stopped by Millsboro Police on February 22 for driving a vehicle with expired registration.
After learning that his car would be towed he became combative. When officers arrested Waters for
the traffic offenses he resisted arrest, injuring a Millsboro Police Officer. A subsequent inventory
search of Water’s car revealed a bag of marijuana.
Waters was sentenced today in Sussex County Superior Court by Judge Scott E. Bradley to 90 days in
prison followed by completion of a drug treatment program. Upon completion of the program Waters
was ordered to undergo 18 months of intense probation while continuing drug treatment through the
Aftercare Program

Antonio Serrador, age 53 of Lewes, pled guilty on August 6, 2008 in Sussex County Superior Court to
Driving Under the Influence 3rd Offense.
On March 5, a Delaware State Police Trooper observed a truck Serrador was driving veer over the
white fog line three times. The Trooper stopped the vehicle. The defendant showed signs of
intoxication and admitted to drinking alcohol. Field sobriety tests were administered and Serrador
failed those tests. A blood draw was conducted and revealed that the defendant’s Blood Alcohol
Content was .094. Serrador was arrested on March 5, 2008 by Delaware State Police.
Serrador was sentenced today in Sussex County Superior Court by Judge Scott E. Bradley to 90 day in
prison, followed by completion of an alcohol treatment program. Upon completion of the program,
Serrador was ordered to undergo one year of intense probation.

Chase Fehrenbach, age 24 of Lewes, pled guilty on July 31, 2008 in Sussex County Superior Court to
multiple counts of Armed Robbery, Burglary, and Theft.
Fehrenbach committed a series of thefts and burglaries on several occasions between June, 2007 and
December, 2007. A number of thefts and burglaries occurred in private residences that the defendant
had access to as an employee of a home interiors business. During that time, the defendant also
committed several armed robberies of Sussex County businesses. Fehrenbach was arrested on
December 6, 2007 by Delaware State Police.
Fehrenbach was sentenced today in Sussex County Superior Court by Judge T. Henley Graves to 17
years in prison and ordered to complete a drug treatment program. Following his release, Fehrenbach
was ordered to undergo twelve years of probation.
