Child Predator Task Force Arrests Laurel Man for Possession of Child Pornography

Wilmington – Attorney General Beau Biden announced today that the Delaware Child Predator Task Force has arrested a Laurel man following an investigation of child pornography images on his personal computer.  After investigators learned that a computer belonging to Bruce Jeffrey Dale, age 46, contained images of child pornography, Dale admitted during an interview that he was the sole user of the computer.  A forensic examination of Dale’s computer revealed that images of child pornography had been downloaded to the machine from the Internet, uncovered 25 images of child pornography, and also discovered an attempt to wipe the computer’s hard drive.

 

Based on the interview and forensic examination, on March 26, 2012, Child Predator Task Force personnel and a Delaware State Police Trooper arrested Dale and executed a search warrant at his residence at 10068 Cherry Street, Laurel Village Mobile Home Park, Laurel.  Dale was charged with 25 counts of possession of child pornography, arraigned by videophone at Justice of the Peace Court #2, and is being held on $50,000 secured bond at Sussex Correctional Institute.

DOVER – In his weekly message, Governor Jack Markell talks about the progress Delaware is making on the two year “mile marker” since winning the federal Race to the Top as federal Education Secretary Arne Duncan visits Delaware.

“Because we are in constant competition – with states across our country and countries all over the world – in a race to ensure our kids can graduate ready to succeed in work or college,  the stakes are enormous,” said the Governor.  “Quality education remains a top factor when it comes to companies deciding where to launch, where to hire and where to expand.  The strength of our schools impacts those decisions. And while those efforts were underway before Race to the Top, winning gave us additional resources and an additional imperative to make those changes real.”

Governor’s Weekly Message Transcript: Making Progress Together on Our Race to the Top

 

Usually when you win a race, you get to stop and catch your breath. But instead of taking a break after we won the federal Race to the Top to build some of the nation’s strongest public schools, Delaware had to start running even harder.

Because we are in constant competition – with states across our country and countries all over the world – in a race to ensure our kids can graduate ready to succeed in work or college, the stakes are enormous.

Quality education remains a top factor when it comes to companies deciding where to launch, where to hire and where to expand. Hiring decisions are being made by companies right now. And the strength of our schools impacts those decisions. That economic imperative is why – for years – Delaware’s committed itself to the hard work of raising student achievement. It’s why educators and employers, parents and administrators, community leaders and public officials have been focused together on making good schools even better. And while those efforts were underway before Race to the Top, winning gave us additional resources and an additional imperative to make those changes real.

Our nation’s Secretary of Education Arne Duncan wanted to come to Delaware for an honest discussion about the distance we’ve travelled and the road ahead.

He wanted a chance to see some of what’s working – for example, using data to help drive decisions on how to better help our kids. But he also wanted to make clear there are going to be starts and stops – that some things are only learned the hard way, and if there were only easy answers, there’d be no point in asking hard questions.

Our message back to him is – at least in Delaware – we’re doing this hard work together. We’re focused on where we can make the most progress, where we can have the greatest impact for our kids, and where we still need to push ahead to keep Delaware, moving forward.


At Opening of U.S. Embassy in Romania, Biden Speaks on the Rule of Law in a Democratic Society

Wilmington – Delaware Attorney General Beau Biden delivered the keynote address Thursday at the dedication of the new U.S. embassy in Bucharest, Romania.

At the invitation of two U.S. Ambassadors, Biden is in Romania and Ukraine this week to deliver three speeches on the importance of the rule of law and an independent judiciary in a democratic society. Biden was invited to share his perspective as Attorney General, major in the Delaware Army National Guard’s JAG Corps, and former USDOJ Interim Legal Advisor in Kosovo.

 

Today, Biden spoke at the ceremony to formally open the new U.S. embassy and mark 130 years of American-Romanian diplomatic relations. The ceremony also featured speeches by U.S. Ambassador Mark Gitenstein, Romanian Senate President Vasile Blaga, Prime Minister Mihai-Razvan Ungureanu, and Mr. Leo Hession, the Managing Director of Operations for the U.S. Department of State’s Bureau of Overseas Buildings Operations.

 

“I know the important work that will be done inside and outside of these walls,” Biden said. “This embassy not only provides the venue in which our relationship is forged, challenged, and maintained, it stands as the physical manifestation of our commitment to do so.”

 

On the impact of the rule of law in a democratic society, Biden said: “Rules matter and there must be real consequences for breaking them, despite how wealthy or powerful the party at fault may be. Under the eyes of the law, such influence is stripped of its force. I believe that the judges who defend the rule of law and the prosecutors who remain vigilant in its enforcement that make up an independent judiciary are not only upholding the rules – they are helping to establish and perpetuate the maxim of equality and a culture that values protecting it. But they cannot do it alone. For a country to take its place as a partner among nations, its commitment to honest and open government must be as fundamental and universal as the rights its laws seek to protect.”

 

On Tuesday morning, Biden delivered the keynote address at the “Promoting and Ensuring Transparency and Accountability with the Judiciary” regional counter corruption conference in Bucharest. The annual conference brings together law enforcement officers from 20 European countries and is sponsored by the U.S. Department of State Bureau of European and Eurasian Affairs and the George C. Marshall European Center for Security Studies in cooperation with the U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs.

Last year, Biden participated in a panel discussion at the conference, which was held in Zagreb, Croatia. The full text of Biden’s remarks is available upon request.

 

On Friday, Biden will be the featured speaker at the U.S. Ambassador’s Forum at the American embassy in Kyiv, Ukraine. The forum is a leadership and policy series hosted by U.S. Ambassador to Ukraine John Tefft and is aimed at creating a regular opportunity for the examination of the ideas, trends and forces impacting the world. The series brings prominent speakers, innovators and experts in a wide range of fields from the United States to Kyiv for an exchange of perspectives on issues facing Ukraine, the U.S., and the global community. The Forum begins at 5 p.m. Ukrainian time (11 a.m. EST).

 

U.S. Ambassador to Romania Mark Gitenstein invited Biden to speak at both events in Bucharest, and Ambassador Tefft asked Biden to speak at the Ambassador’s Forum in Kyiv. The U.S. State Department is paying for the trip.

Biden Announces Community Shredding Events This Spring

 

Free community service offered to help consumers safety destroy sensitive documents, avoid identity theft

 

Wilmington – Attorney General Beau Biden today announced that his Consumer Protection Unit is sponsoring four community shredding events at locations statewide this spring to help consumers safety destroy sensitive documents and prevent identity theft.  Each event will feature free on-site document shredding and staff from his office will be available to provide information and answer questions about consumer scams and frauds.  Consumers may bring up to three file-sized boxes of documents; emptied boxes will be immediately returned.

 

“Consumers can help guard themselves against identity theft by taking some simple precautions, such as closely monitoring their bank and credit card accounts, limiting information they share online, and shredding documents that contain personal information,” said Biden.  “I encourage all Delawareans to take advantage of our free shredding events and to contact us to learn more about avoiding identity theft and other scams.”

 

Identity theft can occur in a variety of ways, from email and texting scams to thieves rummaging through trash for bank statements, bills, and other documents that contain consumers’ information. Shredding these documents before discarding them is an effective method of fighting theft at its source.
