We will only reach our state’s potential if we unleash the potential of every Delawarean. But for too long we’ve given up on too many of our people. Our rate of incarceration is among the highest in the world, but instead of safer communities, we have high rates of recidivism. And ex-offenders face major obstacles when they try to build productive lives. We must give those who repay their debt to society a fair chance to successfully reintegrate into our state.
This past week, I signed into law our most recent criminal justice reforms at Wilmington’s new Achievement Center, a facility that provides key supports for ex-offenders trying to turn their lives around. As a result of these laws, we’re still ensuring offenders serve their time, but also that they have a fair opportunity to earn a job when they’re released through access to transportation and employment services. In addition, we’re giving judges more discretion in sentencing, recognizing that every case should be evaluated on an individual basis to determine the appropriate punishment and path forward for each offender.
Meanwhile, this year’s budget increases efforts to treat the substance abuse that’s at the root of so many crimes. The vast majority of offenders return to our communities, and many can contribute if given the chance. They’re people like Corie Priest, who served his time for a non-violent drug crime. With personal determination and a little support, he has a job helping others recover from drug abuse. By changing our approach to criminal justice, we’ll make our state safer and give more of our people the chance to productively use their talents. And that will keep Delaware moving forward.
