Savannah Grove will bring 106 apartments, including 16 at below-market rates
Dover, Del. – Feb. 19, 2026 – Governor Matt Meyer, Delaware State Housing Authority (DSHA), and Apennine Development Co. LLC, kicked off construction yesterday on Savannah Grove, a residential community in Georgetown that will offer 106 apartment homes, 16 that will be available at below-market rates through a $2 million loan agreement with DSHA.
Governor Meyer joined DSHA Director Matthew Heckles, Apennine Development Partner and General Counsel Michael Scali and other state and local officials at the groundbreaking ceremony, celebrating the start of construction and recognizing the public and private partners who have made the project possible.
“Savannah Grove shows what’s possible when smart policy, real investment, and strong partnerships come together to deliver real results,” said Governor Meyer. “This groundbreaking is about more than a celebration – it’s about taking action; building more workforce housing that Sussex County families can truly afford.”
The Savannah Grove project, located at 20664 Savannah Road, will consist of six residential buildings totaling 106 apartment homes, offering a mix of one-, two-, and three-bedroom units. With the DSHA investment, 16 apartments will be offered at 65% of Area Median Income (AMI). At today’s market rates, that would be about $1,000 a month.
Planned community amenities include a residential clubhouse featuring shared community gathering space and a gym, along with an outdoor swimming pool designed to enhance quality of life and neighborhood engagement.
“This project is an outstanding example of how public and private organizations can work together to produce quality, affordable housing for Delaware residents. We know we need to build a variety of housing types for people across the income spectrum as one solution to fix the state’s housing crisis. This type of loan allows us to invest in a planned community and bring the rent down for a portion of the units,” said Director Heckles.
The total project cost is approximately $24 million. In addition to DSHA financing, Burke & Herbert Bank of Virginia is providing $16.5 million in construction lending as part of the project’s public-private financing structure. Other partners in the project include AH Davenport, the town of Georgetown, MBM, Architectural Alliance and Reside BPG.
The Savannah Grove community is expected to be completed by Jan. 1, 2027.

Governor Meyer’s leadership in the State since taking office has been instrumental to tackling many of the challenges in Delaware, not the least of which is the housing crisis.”
