Neiamjha Rollins of Wilmington and Phillip Harris of Smyrna have been convicted of multiple felonies, including manslaughter and murder charges for the homicides of Latahesia Hill and Carrie Mondell, respectively.
On May 15, Neiamjha Rollins, 19, was sentenced to 15 years in prison for multiple convictions including Manslaughter in connection with the 2021 homicide of Latahesia Hill. The sentence follows a plea in which Rollins pled guilty to Illegal Gang Participation, Possession of a Firearm During the Commission of a Felony, Manslaughter, Conspiracy First Degree, Conspiracy Second Degree, Theft of a Motor Vehicle, Attempted Robbery First Degree, and Assault First Degree.
On May 20, Philip Harris, 26, was convicted of Gang Participation, Robbery First Degree, Conspiracy First Degree, Conspiracy Second Degree, Wearing a Disguise During the Commission of a Felony, Murder First Degree, 11 counts of Attempted Murder, and 14 counts of Possession of a Firearm During the Commission of a Felony in connection with the murder of Carrie Mondell and the attempted murder of several others. Harris is currently scheduled for sentencing on June 4, and will face a minimum mandatory life sentence plus up to 210 additional years in prison.
“Today my heart is especially present with the families of Carrie Mondell and Latahesia Hill, who, along with the families of the other victims, have been forced to endure unimaginable shock and grief by Exit 4’s senseless and despicable violence,” said Attorney General Kathy Jennings. “I am profoundly grateful to our team at the DOJ and in the Wilmington Police Department who have worked tirelessly to bring these criminals to justice.”
“These results mark the latest consequences for members of this destructive group, who are responsible for a series of violent crimes that touched countless families,” said Wilmington Police Chief Wilfredo Campos. “I continue to be proud and appreciative of the work of our dedicated investigators for their tireless efforts to bring these defendants to justice and thank the prosecutors who have worked to ensure they face significant prison sentences.”
On September 30, 2020, Delaware State Police responded to a Walgreens in Bear for a report of a robbery. The victim said that two men approached his vehicle as he waited in the parking lot for his prescription, and ordered him from his vehicle at gunpoint. DNA from Harris was eventually located in the vehicle- on the steering wheel- when the car was recovered. Harris was convicted of all charges related to this robbery.
On August 16, 2022, Wilmington police responded to a shooting at 7th and Washington Streets and located a man suffering from a gunshot wound to the head. The man survived but suffered grave injuries. They also located Carrie Mondell suffering from a gunshot wound to the head, within her vehicle, crashed on the other side of the intersection. Mondell was pronounced deceased the next day. Harris was convicted of all charges related to this shooting. Nyair Small pled guilty to Murder Second Degree for this shooting, as the evidence points to there being two shooters. Sentencing for both of them is upcoming.
Between January 2020 and December 2024, members of Exit 4 are alleged to have committed crimes including the murder of at least four victims – Carrie Mondell, Latahesia Hill, Khalil Ameer-Bey, and Kwamir Wise – and the attempted murder of several others.
With the exception of Javour Tabron, who is currently scheduled for trial in July, all individuals associated with these crimes have pled guilty.
