Flag lowering for former Senator Roger Martin

With the passing of former State Senator Roger Martin on Thursday, October 27 Governor Carney has ordered the United States and Delaware flags at state buildings and facilities be flown at half-staff beginning Friday morning, November 3 as a mark of respect for Mr. Martin and his service to Delaware.

Mr. Martin was elected to the Delaware State Senate in 1972 and served until 1994. He was elected majority leader of the Senate in 1977-78 and again in 1994. Mr. Martin was also a well-known historian who authored several books on Delaware history.

Services and interment for Mr. Martin are scheduled for Saturday, November 4. Flags are to be returned to full staff Monday morning, November 6.


Flags to be lowered for former Rep Wingate

With the passing of former State Representative Jay Wingate on October 12, 2017, Governor Carney has ordered the United States and Delaware flags at state buildings and facilities be flown at half-staff beginning at the close of business this Friday afternoon, October 20 as a mark of respect for Mr. Wingate and his service to Delaware. Mr. Wingate served in the Delaware House of Representatives for three terms during which time he was a member of the Joint Finance Committee.

Flags are to be returned to full staff Monday morning, October 23.


Flag Status Update

On Monday, and in conformance with an order from President Trump, Governor Carney ordered the Delaware and United States flags to be flown at half-staff until the close of business this Friday in sympathy for the victims of the violence in Las Vegas. 

Governor Carney has since extended the current half-staff status of the United States and Delaware flags until Monday morning, October 9 in memory of former State Representative Jack Billingsley and former State Fire School Director Lou Amabili.

Representative Billingsley was elected to multiple terms as the House Representative for the 25th District until retiring in 1978. In the legislature he was very instrumental in ensuring Delaware’s fiscal health including co-sponsored numerous bills to address Delaware’s budget deficits.  He also supported strategies to attract businesses to Delaware and increases economic development.   Memorial services for Mr. Billingsley will be held in Delaware on Saturday, October 7.

Mr. Amabili was appointed the first Director of the Delaware State Fire School in 1964 and served in that capacity through 1996.  Mr. Amabili was recognized nationwide as leader in the advancement of firefighter safety and training.  Services and interment will be held this Friday, October 6.

Flags are to remain at half-staff throughout the weekend and are to be returned to full staff Monday morning, October 9.


Flag Lowering for Las Vegas Victims

This morning, President Trump ordered American flags at all U.S. government buildings and facilities to be flown at half-staff until October 6, 2017 as a mark of respect for the victims of the senseless act of violence in Las Vegas.

In concurrence with the President’s order and as an expression of Delaware’s sympathy for the victims of the attack, Governor Carney has ordered both the American and Delaware flags at state buildings and facilities be flown at half-staff until the close of business on October 6, 2017.


Flag Status Update

Flags are currently at half-staff in memory of Dover Police Corporal Thomas Hannon.  Services for Corporal Hannon are scheduled for Friday and Saturday of this weekend.  In addition, Monday is Patriot Day and National Day of Service and Remembrance, a day flags are flown at half-staff across the country in remembrance of those who perished as a result of the events of September 11, 2001.  Therefore, flags are to be returned to full staff the morning of Tuesday, September 12.
