Governor Carney Announces Appointment of Chief Diversity Officer

Keith Hunt, who brings strategic human resources experience, starts December 18

WILMINGTON, Del. – Governor John Carney on Friday announced the appointment of Keith Hunt to serve as the State of Delaware’s first Chief Diversity Officer. Hunt will lead the state’s efforts to define and cultivate equity, diversity, and inclusion throughout state government.

Hunt, who starts December 18, will report to the Department of Human Resources Acting Secretary, Saundra Ross Johnson, and manage the work of the Department’s Division of Diversity and Inclusion.

“I remain committed to creating a work environment that is inclusive, diverse, and representative of all Delawareans,” said Governor Carney. “The Chief Diversity Officer will play a vital role in transforming the state’s diversity and inclusion strategies, and continue our work to ensure our state government values its employees and is representative of all of the people we serve.”

The Department of Human Resources and the Division of Diversity and Inclusion were created by House Bill 4.

Governor Carney signed the legislation in July 2017 to help confront issues important to state employees and improve the delivery of human resources services. Acting Secretary Johnson led a national search to select a Chief Diversity Officer candidate with a deep understanding of the complexity and multiple dimensions of diversity, inclusion, and equity.

“I am confident that with Keith’s extensive Human Resources experience and proven success in the private and public sectors, he will work collaboratively with employees and community stakeholders to create a different and finer work culture for state government,” said Acting Secretary Johnson.

Hunt served in several strategic human resources leadership roles. Since 2004, he served as Managing Director of Human Capital Solutions, Inc., a human resources and organizational development consulting agency that serves Fortune 500 companies, small businesses, government, and nonprofit organizations. Previously, he led employee relations as an Assistant Vice President at CIGNA, Inc.

During his career, Hunt has helped translate business vision and strategy into organizational capabilities for success with a focus on business process improvement, people policy development, change management, people and team development, diversity and inclusion, and human resources talent management systems.

“I am looking forward to joining the Human Resources team as we work in partnership with all the state leadership, employees, and key stakeholders in bringing about a diverse and inclusive workplace environment,” said Hunt.

The appointment of a Chief Diversity Officer builds on Governor Carney’s efforts to confront discrimination. In April, as a result of Governor Carney’s Executive Order Six, a uniform anti-discrimination policy across state government was established to allow state agencies to consistently respond to reports of discrimination, harassment, and retaliation in the workplace.

The Action Plan for Delaware, created by Governor Carney’s transition team, recommended the establishment separate Office of Human Resources, headed by Cabinet-level official, to give state employees a greater voice in decisions that affect them, to encourage diversity within personnel and of opportunity in the state workplace, and to ensure uniform enforcement of policies.

WILMINGTON, Del. – On December 12, 2017, Governor John Carney will host a roundtable with Delaware employers to discuss the expansion of work-based learning in Delaware. Governor Carney will be joined by Mark Brainard, President of Delaware Technical Community College, and representatives from Delaware employers to discuss workforce development, Delaware’s career pathways efforts and the importance of work-based learning in preparing Delaware’s students to succeed in today’s economy.

Governor Carney Releases Annual Report of Government Efficiency and Accountability Review (GEAR) Board

Board presents recommendations across focus areas, including education, criminal justice, human resources, and health

WILMINGTON, Del. – Governor John Carney on Wednesday released the first annual report of the Government Efficiency and Accountability Review (GEAR) Board. Governor Carney established GEAR by Executive Order in February to identify ways for state government to operate more efficiently, improve the delivery of state services, and save costs over the long term.

Members of the GEAR Board presented Governor Carney with a series of recommendations across a number of focus areas, including criminal justice, education, financial services, health and social services, human resources, information technology, and public private partnerships.

“Since taking office in January, I have talked to Delawareans about our commitment to operating state government more efficiently, and identifying cost savings so we can direct resources where they are most needed,” said Governor Carney. “We remain committed to improving the way we deliver state services, and spending taxpayer dollars responsibly. That’s what Delawareans expect. Thank you to members of GEAR for their important work on this report.”

By December 1 of each year, the board must submit a report to the Governor, including recommendations that may be included in the recommended state budget. Governor Carney will present his Fiscal Year 2019 budget proposal on January 25 in Dover.

GEAR recommendations are focused around ways that state-funded agencies can share services, and improve the recruitment, development, and retention of state employees. Visit GEAR’s website for more information, and to submit an idea for improving the way state government operates.

Flag lowering for National Pearl Harbor Remembrance Day

Tomorrow, December 7, 2017 marks National Pearl Harbor Remembrance Day. Each year on December 7, we honor the over 2,400 men and women who lost their lives for our country on this day in 1941.

In recognition of National Pearl Harbor Remembrance Day Governor Carney has ordered the American and Delaware flags at state buildings and facilities be flown at half-staff  on December 7, 2017.

Flags can be returned to full-staff at the start of business on Friday, December 8, 2017.


Secretary to reconvene Development Team to review public comment on proposed antidiscrimination regulation

 

UPDATE: Wednesday, Jan. 24, 2018 – The Development Team meeting has been extended from 8:00 p.m. to 8:15 p.m.

The Development Team will meet from 6 to 8:15 p.m., Wednesday, Jan. 31 at the Del-One Conference Center on Delaware Technical Community College’s Terry Campus, 100 Campus Drive in Dover. Please find all comments received during the public comment period posted online here: https://www.doe.k12.de.us/antidiscrimination.

The public comment period for proposed 225 Prohibition of Discrimination Regulation closed yesterday. The department received more than 11,000 comments, which deserve careful review before a decision is made. Secretary Bunting is asking the Development Team to reconvene in January to review the comments and make recommendations for changes to the regulation. If substantive changes are made, the regulation will be published in the Register again with another 30-day public comment period before any decision on a final regulation is made. Secretary Bunting thanks those who shared their feedback during the formal comment period. All comments received will be posted online so the public as well as committee members can review them prior to the January Development Team meeting.
