Governor Carney, DPH, DEMA Announce Community COVID-19 Testing Sites

WILMINGTON, Del. – Governor John Carney, the Delaware Division of Public Health (DPH), and the Delaware Emergency Management Agency (DEMA) announced the list of community testing sites throughout Delaware next week. Testing locations listed below include pop-up and Curative trailer sites, as well as community sites hosted by New Castle County.

“Testing is the best way to track the spread of COVID-19 and monitor for outbreaks. But it’s not a replacement for basic public health measures during a pandemic,” said Governor Carney. “Wear a mask. Wash your hands. Avoid gathering with friends and family outside of your household. I know this holiday season is different and it’s hard. But stay vigilant and we’ll get through this.”

DEMA has coordinated community sites this week in addition to sites at Walgreens and at various hospitals and health care locations. Delawareans can view a full list of COVID-19 testing options and locations at de.gov/gettested.

Delawareans are encouraged to check the State of Delaware’s new testing calendar for updates as more pop-up testing locations are confirmed.

Testing sites with a fixed schedule, such as pharmacies, may have different holiday hours. Please check with the testing location ahead of time to confirm availability.

In the event of inclement weather, testing location updates will be posted to the Delaware Department of Health and Social Services’ social media accounts (FacebookTwitter, and Instagram).

Governor Carney Formally Extends State of Emergency

WILMINGTON, Del.Governor John Carney on Thursday formally extended the State of Emergency declaration another 30 days to confront community spread of COVID-19, and issued the following statement:

“It’s clear that COVID-19 cases and hospitalizations spiked after Thanksgiving gatherings. Our hospitals can’t afford another spike this Christmas. I know it’s tough, but please consider adjusting your holiday plans. Wear a mask whenever you’re around friends or family outside your household. These are temporary sacrifices until we have enough vaccines to crush COVID-19. Stay vigilant.”

Governor Carney’s State of Emergency declaration carries the full force and effect of law. Delawareans and visitors also must follow local restrictions in place to limit community spread of COVID-19.

Governor Carney, Secretary Bunting Announce One-Time Enrollment Funding for Schools

Additional $9 million will help districts and charters prevent layoffs 

WILMINGTON, Del. – Governor John Carney and the Delaware Department of Education (DOE) announced on Thursday that the State of Delaware will provide $9 million in one-time funding to Delaware school districts and charter schools to prevent educator and staff layoffs due to enrollment reductions.

To access the one-time funding, districts and charters must certify they will not lay off educators or staff, and that the funds will go toward student instruction, focused on those students who have been most negatively impacted by the loss of in-person instruction. Based on enrollment levels, districts and charters will receive as much as $1.1 million in additional state funding to prevent layoffs.

“Our educators, school personnel, and school leaders have taken on the challenges of this pandemic and ensured children remain fed, educated, and supported,” said Governor Carney. “We are pleased to make this funding available to districts and charter schools to ensure no staff members are laid off because of enrollment declines during the pandemic. We look forward to seeing students back in classrooms in a hybrid format in January, and I thank our schools for all the work they are doing to bring children back safely.”

“This funding will give our educators and students the stability they need as they finish this unprecedented school year,” said Dr. Susan Bunting, Secretary of the Delaware Department of Education. “Whether our children have chosen hybrid or remote learning for the spring semester, they will highly profit from the instructional consistency and learning support that the current staff offers.”

“We thank the Governor and Secretary of Education for this funding, which will avoid the negative impact of the decline in enrollment due to this pandemic. At a time when educators have so much to worry about, this solution means they won’t have to worry about layoffs this year,” said Stephanie Ingram, President of the Delaware State Education Association. “Instead, educators can continue to focus on safety, health, instruction and student learning.”

“Enrollment this year has been particularly transient due to the harsh realities our families have faced due to COVID-19,” said Dan Shelton, Ed.D., Superintendent of Christina School District and President of the Chief School Officers’ Association. “We are pleased that the Governor and Secretary Bunting have supported our educators with the funding needed to maintain our services and supports at their current levels. Our educators are working tirelessly to engage students in new ways, under changing conditions. Governor Carney Announces Additional Relief Funding for Small Businesses, Arts Organizations

All Relief Grant recipients to receive 20 percent bonus; hospitality businesses will receive 50 percent bonus; $10 million for Arts organizations

WILMINGTON, Del. – Governor John Carney and the Delaware Division of Small Business on Monday announced a new round of relief funding – $26 million to support small businesses most affected by COVID-19 restrictions.

The DE Relief Grant program – funded by the Coronavirus Aid, Relief, and Economic Security (CARES) Act – has supported roughly 3,000 Delaware businesses throughout the COVID-19 crisis with more than $180 million in grants.

Also on Monday, Governor Carney and the Delaware Department of State announced $10 million in relief funding for Delaware arts organizations. The State of Delaware will provide $5 million, with another $5 million in matching contributions.

“Small businesses continue to make sacrifices that will help get us through this crisis, and beat COVID-19. We owe them our support,” said Governor Carney. “Hope is on the way with the vaccine. But we continue to face a difficult winter. Let’s do what works. Wear a mask. Don’t gather with friends or family outside your household. Stay vigilant and we’ll get through this.”

The additional funding announced on Monday will provide a bonus of 20 percent for all DE Relief Grant recipients. Hospitality businesses, including restaurants and bars, will receive an additional 30 percent bonus, bringing their total bonus award to 50 percent of the value of their original grant. This is the third time that a bonus award has been given to grant recipients, though this is the first award that has gone to all recipients; previous bonuses focused on particularly hard hit industries.

Relief funding for not-for-profit arts organizations will cover 35 percent of those organizations’ 2019 operating expenses, up to $300,000.  

“The arts are a critical sector of the Delaware economy, and one we can’t replace. Arts organizations have been very hard hit by the pandemic. This funding will help them survive through the winter,” said Governor Carney. “I want to thank Delaware’s philanthropic community, particularly Tatiana and Gerret Copeland and the Longwood Foundation, for leading the way in matching these CARES Act funds.”

The federal government is currently discussing a new stimulus package that may lead to changes in the states assistance programs for businesses, allowing assistance to be provided into the new year.
