Administered by the Division of Historical and Cultural Affairs, the five museums of the State of Delaware — the John Dickinson Plantation, the Johnson Victrola Museum, the New Castle Court House Museum, The Old State House and the Zwaanendael Museum — tell the story of the First State’s contributions to the history and culture of the United States. Through tours, exhibits and special programs, the museums shine a spotlight on Delaware’s unique history and the diverse people who came to live there. The museums are accredited by the American Alliance of Museums. The New Castle Court House Museum and the John Dickinson Plantation are partner sites of the First State National Historical Park. The Division of Historical and Cultural Affairs is an agency of the State of Delaware. The division enhances Delaware’s quality of life by preserving the state’s unique historical heritage, fostering community stability and economic vitality and providing educational programs and assistance to the public on Delaware history. The division’s diverse array of services includes operation of five museums, administration of the State Historic Preservation Office, conservation of the State’s archaeological and historic-objects collections, operation of a conference center and management of historic properties across the state. Primary funding for division programs and services is provided by annual appropriations from the Delaware General Assembly and grants from the National Park Service, Department of the Interior, a federal agency. “Thanks to E-ZPass, motorists can keep moving through our toll plazas,” said Director of the Delaware Division of Motor Vehicles Jana Simpler. “They can also save money thanks to our frequent user plans for Route 1 and lower fares for E-ZPass customers on US 301. Plus, all new individual account holders receive a free transponder when they open an account through December 31st,” continued Simpler.

The Mezzanine Gallery to Exhibit “Making the Invisible, Visible” by Maia Palmer

Wilmington, Del. (November 3, 2022) – The Delaware Division of the Arts’ Mezzanine Gallery presents 2022 DDOA Individual Artist Fellow Maia Palmer’s exhibition, “Making the Invisible, Visible”, running November 4-25, 2022. Guests are invited to attend a Meet-the-Artist Reception on Friday, November 4, from 5:00-7:00 p.m. (There will be student performance at 5pm from the strings majors at Cab Calloway School of the Arts, with special thanks to educator Julie Murphy).

Maia Palmer was born in Wilmington, Delaware in 1980. She works primarily in acrylics and charcoal, and has also created community murals, digital works, and figurative sculptures. Palmer earned a BFA from Carnegie Mellon University and an MFA from Washington University in St. Louis. She has exhibited nationally as well as internationally in Spain, Germany, and China. Palmer has lived all around the globe and is interested in capturing the unique spirit of each location that she experiences. Committed to “being a positive force for social change,” Palmer is the high school visual arts teacher at Cab Calloway School of the Arts. She feels strongly about teaching there, saying “I am a product of public school and I want to be part of rebuilding its strength.” One of the most exciting aspects of receiving the Fellowship is “the recognition of my work” and the ability to further its scope and her goal to “help amplify the voices of those who are not always heard.”

 

 

Making the Invisible, Visible features a series of migraine self-portraits documenting Palmer’s experiences as a migraineur over the past 15 years. To be clear, migraine is a neurological disease, one that is debilitating and painfully real. Yet it is frequently referred to as an “invisible illness,” as there are often no visible symptoms. Women in particular are subject to dismissive treatment because of this, as Palmer has experienced first-hand.

With these works, Palmer examines her relationship with migraine. She merges autobiographical experiences with imagery and text laden with both historical and personal value. Each of these images captures a real, private moment that she has in fact experienced – from hiding under blankets to wearing hand-made ‘migraine boxes’. She says, “Creating these drawings is a visceral process of acknowledging the larger than life physical and emotional pain that migraine has caused in my life – as well as the emotional and physical growth it has helped me accomplish. I am ultimately a stronger person as I emerge on the other side of chronic migraine, cherishing every moment and delighting in our capacity as humans to overcome and endure.”

Navigating her own experiences, Palmer has embodied the physical and mental trauma of this illness by manipulating surfaces and materials to simulate the experience of a migraine – the tearing of paper, or the piercing of a surface with needle and thread. By making visible the invisible trauma of migraine, she aims to bring awareness to this consistently under-funded, chronically misunderstood disease.

Registration Begins October 31, 2022 for DMV’s Low-Digit Tag Lottery

Dover – The Delaware Division of Motor Vehicles (DMV) is excited to announce that its annual low-digit tag release begins on Monday, November 14, 2022. The release this year will be held as a lottery for those interested in obtaining one of the available plates.

Starting on Monday, November 14, 2022, through Thursday, December 1, 2022, DMV will randomly select a set number of winners for 12 days that we are calling “the 12 Days of PLATE-mas.” There will be no drawings on weekends or on November 24, 2022, or November 25, 2022. The final drawing will be held on December 1, 2022.

Anyone interested in joining the lottery to win a low-digit tag during the “12 Days of PLATE-mas” release must register in advance. Registration begins at 8:00 am on Monday, October 31, 2022, and will continue every day through Sunday, November 13, 2022.

Individuals may register only once per driver license or identification card. To register CLICK HERE or visit dmv.de.gov/taglottery. Registration is required to be entered into the drawing but does not guarantee a registrant a low-digit tag.

DMV will randomly select the following number of winners for each of the 12 days for the various tag types: PV (240), T (60), PC (15), C (6), RT (4), MC (80).

During the registration process, the type of tag being sought must be selected from the following categories:

PV – 5 Digit – Numbers Only (under 10,000 lbs. registered vehicle weight)
T – Trailer (regular trailers – utility, flat-bed, or non-camping trailers)
PC – Passenger Car (under 10,000 lbs. registered vehicle weight)
C – Commercial
RT – Recreational Trailer (camping trailers 5,000 lbs. and over, not regular trailers – see above)
MC – Motorcycle (above 55cc’s)

For those interested in receiving a five-digit, numbers-only tag and the vehicle is under 10,000 lbs., please select tag type PV.

All winners will receive an e-mail confirming they were selected to receive an available low-digit tag. The e-mail will include further instructions. Additionally, daily winning lottery codes will be posted at dmv.de.gov/taglottery and will be accessible from our social media sites: facebook.com/DMVDelaware and DelawareDMV on Instagram and Twitter. Your lottery code can be found in the upper left-hand corner of your confirmation e-mail.

All winners will receive a standard blue and gold license plate upon completing their title work. If their tag number qualifies and they wish to purchase a black and white tag once they have completed their title work with DMV, they can do so through the Delaware Historic Plate Co. DISCLAIMER: The name and driver license and or identification card number used to enter the lottery must match the name and driver license/identification card that will be presented to the DMV associate at the time of the transaction. If there is a discrepancy the request will be denied. The winner must apply the new tag to their vehicle no later than February 28, 2023. There will be no extensions. Tags must be applied to a vehicle; DMV will not permit placing the tag on hold. The owner is responsible for all applicable fees. Specialty tags, background tags, stainless steel tags, and porcelain tags have additional fees. DMV reserves the right to modify the tag number as assigned due to unforeseen circumstances.


State Announces High Capacity Magazine Buyback Events for Delaware Residents

In June 2022, Gov. Carney signed into law the Delaware Large Capacity Magazine Prohibition Act of 2022 making the possession of high capacity magazines illegal in the State. In addition, the law authorizes the Department of Safety and Homeland Security (DSHS) to conduct a limited buyback program. Delaware residents are eligible to receive fair market compensation for any magazine with the capacity to hold more than 17 rounds of ammunition when relinquished to law enforcement.

This buyback program is for Delaware residents only. The program is only intended for individuals and does not apply to wholesale, retail, manufacturers, and distributor business entities. Anonymous relinquishments will be permitted. However, no compensation will be provided.
