DNREC Fish & Wildlife Natural Resources Police arrest three downstate men for multiple deer hunting violations

DOVER – DNREC Fish & Wildlife Natural Resources Police concluded an investigation Nov. 28 resulting in the arrest of three Delaware men on multiple deer hunting violations that occurred Nov. 22 in Kent County.

Riley C. Slater, 20, of Harrington, Bradley A. Andrews, 18, and Patrick Blades, 20, both of Greenwood, were charged with one count each of the following: harvesting an antlered deer without first purchasing an antlered deer tag, failure to tag antlered deer, failure to retain tag on antlered deer, failure to check antlered deer within 24 hours, removing antlered deer parts prior to checking, hunting antlered deer during archery season with a weapon other than a bow and arrow, unlicensed hunting, and illegal method of take. Slater was also charged with failure to complete mandatory hunter education.

As part of the investigation, two .22 caliber rifles, a .308 caliber rifle, and an antlered deer were seized. Rifles, including the .22 caliber and the .308 caliber confiscated in this case, are illegal to use for hunting deer in Delaware.

All three men were arraigned at Justice of the Peace Court 7 in Dover. Andrews and Blades were released on $3,600 unsecured bond, pending a future court appearance. Slater was released on a $3,800 unsecured bond, pending a future court appearance.

Two Indictments and Arrests in Two Separate Sussex Child Deaths

The Delaware State Police and the Delaware Department of Justice have announced the indictment and arrest of two women in Sussex County believed to be responsible for the deaths of children in two separate cases. Both were indicted by a grand jury on Monday and have been arrested.

Valorie Handy, 51 of Millsboro, was indicted Monday, July 27, 2015 on one charge of Murder by Abuse or Neglect 1st Degree in the death of a 10-month old victim in her daycare in January. The case had been ruled a homicide.

On Wednesday January 28, 2015 around 2:15 p.m., troopers were dispatched to Handy’s Little Disciples daycare located at 28194 Layton-Davis Road after a 9-1-1 call was received from the home stating a 10 month old was unresponsive. Preliminary investigation suggests a daycare worker attempted to wake the 10 month old male from a nap, and upon doing so, observed the infant unresponsive. The young child was transported by EMS to Beebe Healthcare in Lewes where he was eventually pronounced dead.

On Wednesday, July 29, 2015, Handy was taken into custody near her residence and presented before the Sussex County Superior Court and was committed to Delores J. Baylor Women’s Correctional Institution in default of $100,000 cash bond.

Detoshia Spence, 23, of Laurel was indicted on Monday, July 27, 2015 on the following charges: Murder by Abuse or Neglect 1st degree, 2 counts of Endangering the Welfare of a Child, 2 counts of Child Abuse 2nd, and Offensive Touching in the death of her 3-year old daughter in April.

The preliminary investigation started on Friday, April 17, 2015, at approximately 7:17 p.m., after a call was received by the Sussex County Emergency Operations Center reporting CPR in progress. The Laurel Police Department, Laurel Fire Department, and Sussex County Paramedics were dispatched to the 900 block of Daniel Street, Carvel Gardens Laurel, DE. The victim was turned over to the Division of Forensic Sciences where an autopsy was performed. The manner of death was ruled a homicide.

On Wednesday, July 29, 2015, Spence turned herself in at DSP Troop 4 and then presented before Sussex County Superior Court. She was committed to Delores J. Baylor Women’s Correctional Institution in default of an $111,100.00 cash bond.

“The deaths of children at the hands of those who are supposed to be caring for them are tragic and heartbreaking cases,” Attorney General Matt Denn said. “The police and prosecutors in these two cases spent months investigating the cases and reviewing evidence, including complex medical evidence about how each of these children died. I am proud of how a team of DOJ criminal prosecutors and DSP troopers in Sussex, led by Deputy Attorney General Melanie Withers, worked through these tough cases to get to these indictments.”


Division of Alcohol and Tobacco Enforcement Agent Catches NY Alcohol Smugglers in the Act

On Monday, February 24th, at approximately 4:15pm, a Division of Alcohol and Tobacco Enforcement agent was conducting a routine administrative check at South Dupont Liquors located at 157 S. Dupont Highway in New Castle when he noticed two young males inside.  Upon checking their identification one of them was discovered to be only 18 years of age.  Both subjects were acting suspicious and further investigation revealed that both subjects were from New York and were in Delaware to purchase a large amount of alcoholic beverages to transport back to New York in order to avoid state taxes.  Both subjects had in their possession a large amount of cash and a lengthy shopping list of various types of alcoholic liquor that they intended to purchase.  The agent arrested both individuals and they were charged with the above stated offenses. A total of $6,830.00 in cash was seized and both were later released to pending a future court date.


New Castle Man Arrested on Drug Charges

New Castle — A 25 year old New Castle man has been charged with dealing drugs after agents from the Division of Alcohol and Tobacco Enforcement witnessed what appeared to be a drug transaction at an area WaWa.

On February 7, 2014, a plainclothes Division of Alcohol and Tobacco Enforcement (DATE) Agent was standing outside of the WaWa located at 4000 N. DuPont Highway in New Castle and witnessed what appeared to be a hand to hand drug transaction near the fuel pumps. Other DATE agents that were in the area watched for the suspected dealer as he left the area on foot. The suspect, Kimjuana D. Jervey, was stopped and arrested without incident after he left the parking lot. He is accused of selling a baggie containing 3.8 grams of marijuana to another individual.

Jervey was charged with Drug Dealing and was arraigned at Justice of the Peace Court #20. He was later released on a $5,000 unsecured bond.


Tobacco Investigation Leads to Drug Arrest

New Castle — A 54 year old New Castle man faces drug and weapons charges after an investigation of tobacco sales by agents with the Division of Alcohol and Tobacco Enforcement at a convenience store.

On February 7, the Division of Alcohol and Tobacco Enforcement (DATE) conducted undercover buys of unsealed cigarettes. While at T2 Food & Gas, located on Moores Lane in New Castle, the store manager sold a loose cigarette to an undercover DATE agent which is prohibited by state law. After arresting the manager and while conducting an inspection of the store’s tobacco products, Agents located a large bag of marijuana and a loaded .357 magnum in plain view behind the counter. Agents then obtained a search warrant for the business and seized 86 grams of marijuana, some of which was packaged for resale. The pistol and over $200 in cash was seized as well.

The store manager, Sher A. Khan, was charged with Drug Dealing (Possession with Intent to Distribute), Possession of a Firearm During the Commission of a Felony, Advertisement of Drug Paraphernalia, Possession of Drug Paraphernalia, and Distribute Tobacco Products Unsealed by the Manufacturer. In addition, Khan was also found to have four outstanding capiases for his arrest for unrelated crimes. Khan was arraigned at Justice of the Peace Court #11 and incarcerated under a $5,700 secured bond.
