Smyrna man arrested on drug charges

DOVER, Del. – A Smyrna man was arrested Feb. 25 on drug charges following a traffic stop and vehicle search in Dover conducted by the Delaware Natural Resources Police – Environmental Crimes Unit, in which officers seized as evidence 322 grams of marijuana, 66 Xanax pills, $1,225 in cash, a digital scale, and drug packaging materials.

  • Conspiracy second degree – agreement to engage in felony criminal conduct
  • Possession of drug paraphernalia not related to personal use quantity marijuana
  • Failure to have insurance identification in possession
  • Operation of an unregistered motor vehicle
  • Display of license plate
  • Unsafe passing on the left
  • Duty to sign and carry driver’s license

Burns was arraigned via video phone in Justice of the Peace Court 2 and released on his own recognizance, pending a court date.

DNREC Environmental Crimes Unit arrests two men for illegal burning in Felton area

FELTON – Natural Resources Police Officers with DNREC’s Environmental Crimes Unit arrested two Kent County men April 4 on multiple illegal burning charges related to a fire in the Felton area. DNREC ECU officers responded at the request of the Felton Fire Company to investigate a large fire at a property on Sandtown Road, with fire companies from Harrington, Greensboro, Md., and Goldsboro, Md., also responding to assist.

Muhammad Iran, 29, and Muhammad Asim, 33, both of Felton, were each cited at the scene for one count of each of causing or allowing the illegal open burning of refuse; illegal open burning in the conduct of a salvage operation; failure to give prior notice to the local fire call board for open burning; and unauthorized burning. Each charge carries a minimum fine of $100 each.

DNREC Fish & Wildlife Natural Resources Police make arrests for drug and prostitution charges

DOVER – DNREC Fish & Wildlife Natural Resources Police arrested a Kent County woman for multiple drug-related and prostitution charges and a Kent County man for prostitution-related charges on Sept. 22 along Port Mahon Road near the Little Creek Wildlife Area outside Dover.

Yuliya A. Rakovsky, 29, of Dover, was charged with one count each of possession of a controlled or counterfeit substance/cocaine; possession of a controlled or counterfeit substance/heroin; possession of drug paraphernalia not marijuana-related; and prostitution.

Charles T. Stelljes, 71, of Leipsic, was charged with one count of patronizing a prostitute.

Both Rakovsky and Stelljes were arraigned at Justice of the Peace Court 7 in Dover. Rakovsky was released on a $1,000 unsecured bond, while Stelljes was released on a $500 unsecured bond, both pending future court appearances in the Kent County Court of Common Pleas.
