Convicted child rapist sentenced to prison

Georgetown – Attorney General Beau Biden announced today that a Millsboro man has received a lengthy prison sentence for raping a young victim.

“This young victim exhibited exceptional courage by disclosing her victimization to a caring adult, and her report enabled law enforcement to investigate these crimes and ultimately take this predator off the streets for a very long time,” Biden said. “It’s the moral obligation and the legal responsibility of adults to protect kids and it is critically important that every adult be aware of the signs of child sexual abuse and act by immediately reporting suspected abuse to the Delaware Child Abuse Hotline at 1-800-292-9582 or by calling police.”

In the spring of 2013, Delaware State Police opened an investigation after a Millsboro Middle School student disclosed to a school counselor that she was the victim of sexual abuse. The investigation revealed that the young victim was sexually abused repeatedly as a pre-teen over a period of four years by an individual known to her family. The investigation led to the May 29, 2013 arrest of Millsboro resident James D. Ross, age 54. Ross was indicted this past June and pled guilty in Sussex County Superior Court on November 22, 2013 to one count each of Rape 2nd Degree and Continuous Sexual Abuse of a Child. At a hearing on January 24, 2013, Sussex County Superior Court Judge E. Scott Bradley sentenced Ross to 20 years in prison for his crimes.

Ross has been incarcerated since his May 29, 2013 arrest. A booking image of Ross is attached.
