Governor Carney Announces Additional DE Wins Raffle Prizes

WILMINGTON, Del. – Governor John Carney and the Delaware Division of Public Health (DPH) announced two new prizes for the DE Wins! raffle, which include floor seats at a Delaware Blue Coats game and a family membership to the YMCA of Delaware.

The Delaware Blue Coats will offer four (4) floor tickets to a 2021-2022 basketball game. The YMCA of Delaware will be offering a one-year family membership, for two parents and up to four dependents.

“Delawareans are getting vaccinated to protect themselves, their families and their communities,” said Governor Carney. “That’s why we’re getting closer each day to our goal of 70 percent of Delaware adults receiving at least one shot by July 4. That’s how we’ll beat this virus and get back to doing the things we love. Thank you to the YMCA of Delaware and the Delaware Blue Coats for your partnership in this effort. As of Monday, June 28, 69.8 percent of Delaware adults 18+ had received at least one shot, according to the Centers for Disease Control and Prevention (CDC).

“We truly want all eligible Delawareans to get vaccinated, not just to get us to that magic 70% mark in the next few days, but afterwards as well, because it’s the single most important thing you can do to keep COVID at bay,” said Dr. Karyl Rattay, DPH Director. “Even after July 4th, we will continue our vaccination efforts, especially working to reach those in the 18-34 year old age group with information they need to make a well-informed decision. All three vaccines have been proven safe and effective.  Let’s keep the momentum going and get more people protected by getting a COVID vaccine.”

As Delawareans reach nearly 70 percent vaccinated, new prizes unlocked

WILMINGTON, Del. – Governor John Carney and the Delaware Division of Public Health (DPH) on Thursday announced three new prizes for the DE Wins! raffle, including two scholarships from Wilmington University and tickets to every show at The Grand during the 2021-2022 season.

Wilmington University will award a full undergraduate scholarship and a full graduate scholarship supporting Delaware’s Vaccination Incentive Program. Both scholarships will include tuition and fees. The Grand’s All Access Pass winner will receive two (2) seats to every Grand Presents and Broadway in Wilmington performance held from September 2021-July 2022 at The Grand, the baby grand, and The Playhouse on Rodney Square.  

“We are getting closer to our goal of having 70 percent of Delaware adults vaccinated with at least one dose by July 4,” said Governor Carney. “To make that final push, we are adding new prizes to the DE Wins raffle. All of these prizes celebrate places that people love in our state, and experiences you can get back to safely once you’re vaccinated. “We value the efforts of Governor Carney and the Delaware Division of Public Health to increase COVID-19 vaccination rates in Delaware,” said Dr. LaVerne Harmon, Wilmington University President. “We hope the pandemic will soon be part of the past, and our gift of higher education part of a promising future for two deserving students.”

Recipients of Delaware’s Vaccination Incentive Program scholarship at Wilmington University who are between the ages of 12 through senior year in high school must use the scholarship no later than one year after graduating from high school. High school graduates ages 18 and over must utilize the scholarship within two years of receiving the award. Tuition must not exceed the total number of credits required for graduation in one degree program. Recipients must meet all of the University’s entrance requirements at the time of admission.

“It is in The Grand’s best interest, and the best interest of all indoor performances venues, to have as many Delawareans fully vaccinated as possible,” said Mark Fields, Executive Director of The Grand. “The more vaccinations, the safer we all are when we come together again for indoor performances in the near future. Providing this All Access Pass is our way of thanking those that have taken this important step towards reopening entertainment venues like The Grand’s three theaters for everybody.”

Previous artists to take The Grand’s stage include Sarah McLachlan, Willie Nelson, the Broadway musical JERSEY BOYS, and others. The Grand hosts an average of 60-80 performances a year. The winner cannot resell tickets. Seats will be provided as best available at time of booking. This offer does not apply to non-Grand Presents events such as rentals or community events.

Governor John Carney and the Delaware Division of Small Business on Monday announced that more than 200 Delaware small businesses will receive state grants up to $5,000 to reimburse them for the cost of providing incentives for vaccinated customers. Governor Carney also announced that he will formally extend the State of Emergency declaration on June 13 another 30 days to confront COVID-19, provide protection for those who are not eligible for COVID-19 vaccinations, and to continue the whole-of-government approach to administering vaccines to Delawareans. Governor Carney Announces First Round of DE Wins! Small Business Grant Winners

Over 200 small businesses will receive up to $5,000 for programs to incentivize customers to get vaccinated

WILMINGTON, Del. – Governor John Carney and the Delaware Division of Small Business on Monday announced that more than 200 Delaware small businesses will receive state grants up to $5,000 to reimburse them for the cost of providing incentives for vaccinated customers.

The small business grants are part of DE Wins! – a public education and incentive campaign to encourage all eligible Delawareans to receive the COVID-19 vaccine. Participating small businesses come from across Delaware and represent a wide range of industries, including restaurants, retail and personal care businesses.

“These grants give Delawareans another great reason to roll up their sleeve as we push toward our goal of having 70 percent of adult Delawareans vaccinated by July 4,” said Governor Carney. “A healthy economy requires a healthy community and getting as many Delawareans as possible vaccinated is the best way we can ensure both.”

As of Sunday, June 6, 67.4 percent of Delaware adults had received at least one shot, according to the Centers for Disease Control and Prevention (CDC). Delaware is aiming to meet President Biden’s goal of vaccinating 70 percent of adults with at least one shot by July 4.

“Small business is a huge part of Delaware’s economy,” said Secretary of State Jeff Bullock. “We have sought ways throughout the economic struggles of the pandemic to support them. This program is a great example of how the State can support their efforts and they can support ours right back by stepping up to encourage more Delawareans get vaccinated.”

“Delaware’s small business community has shown a real enthusiasm for participating in the program” said Jordan Schulties, Director of the Division of Small Business. “The Division is administering the grant program, including evaluating the proposed promotions. The number of businesses that want to offer incentives, as well as the creativity the business owners have shown in designing promotions that appeal to their customers, is impressive. Small businesses stepped up during the pandemic to serve their customers. Now they’re helping once again by giving their customers another reason to get vaccinated.”

The promotions are part of DE Wins!, a public education and incentive program announced May 25, which aims to increase vaccination rates statewide. In addition to offerings from small businesses, the program also includes twice-weekly prize drawings conducted by the Delaware Lottery and a final drawing with grand prizes including $302,000 and two low-digit Delaware license plates.

Delawareans vaccinated in Delaware will also receive a $10 gift card when vaccinated.

The DE Wins! Vaccine Incentive Program runs through June 29. More businesses will be announced as part of the program in the coming days.

State of Delaware Announces DE Wins! Incentive Program to Drive COVID-19 Vaccinations

Partnership will provide public education and incentives for vaccination, including $302,000 cash drawing

WILMINGTON, Del. – Governor John Carney and the Delaware Division of Public Health (DPH) on Tuesday announced the launch of DE Wins!, a public education and incentive program aimed at increasing COVID-19 vaccination rates in Delaware.

Delawareans ​12+ vaccinated from May 25-June 29, ​and any Delawarean ages 12-17 vaccinated to date, will be entered to win $5,000 in cash and additional prizes in twice-weekly drawings conducted by the Delaware Lottery.

Other prizes include a four-day vacation, a full scholarship to a public Delaware university, annual Delaware State Parks passes, tickets and camping at Firefly Music Festival, and prize packages from partners including Funland, the Wilmington Blue Rocks and the Delmarva Shorebirds. The Delaware Lottery will conduct the twice-weekly drawings on Mondays and Fridays from May 31 through June 30.

Additionally, Delaware small businesses will offer customer incentives to any Delawarean vaccinated so far, as well as during the program time frame. The Delaware Division of Small Business has launched the Small Business Incentive Fund to reimburse eligible qualifying businesses for incentives, which will include restaurants, bars, breweries, and gyms.

On June 30, to cap off the DE Wins! campaign, every Delawarean who has received the COVID-19 vaccine in Delaware will be entered to win a $302,000 cash prize and two low-number Delaware license plates, also conducted through the Delaware Lottery.

Delawareans vaccinated at locations managed by DPH and the Delaware Emergency Management Agency (DEMA), including Curative vaccination sites and DPH clinics, from May 25-June 29, will also receive a $10 gift card.

“Incentive programs are one of three key levers that are becoming widely recognized for increasing vaccine rates,” said Dr. Karyl Rattay, Director of the Delaware Division of Public Health. “Along with education to tackle misinformation, and increasing access to vaccines by reducing logistical barriers such as offering free transportation and walk-in hours, incentive programs are another tool that can drive vaccine uptake among different audiences, particularly younger ones, by offering items that are seen as valuable and motivate them to act.”

“Businesses are now able to play a key role in increasing Delaware’s vaccination number, and we’re looking forward to seeing the creative ways they propose to reward people for rolling up their sleeves,” said Jordan Schulties, Director of the Delaware Division of Small Business. “The program will also drive customers to participating businesses – an added benefit as they look optimistically toward post-pandemic success.”

As of Monday, May 24, Delaware providers had administered 881,281 doses of the COVID-19 vaccine. About 65 percent of Delawareans 18 or older have received at least one shot.

“The Wilmington Blue Rocks are proud to partner with the State of Delaware and DE Wins,” said Kevin Linton, Director of Community Affairs for the Wilmington Blue Rocks. “We are eager to see more Delawareans get vaccinated, and we hope that offering Blue Rocks baseball tickets will incentivize fans to do so.”
