Governor John Carney has proclaimed May is Motorcycle Awareness Month and the Delaware Division of Motor Vehicles (DMV) along with the Delaware Office of Highway Safety (OHS) encourages motorcyclists to ride smart and ride safely through education and awareness.

Every year from April through November, DMV offers six motorcycle safety courses for various skill levels, including an instructor-level course for those interested in becoming a certified Motorcycle Safety Foundation (MSF) RiderCoach.

Course benefits include professional training and up to 15% off your motorcycle liability insurance. Plus, upon course completion graduates are exempt from taking DMV motorcycle endorsement knowledge and road testing for up to six months.

Secretary of Transportation Nicole Majeski commented, “Motorcyclists are much more vulnerable to crashes, and as motorists, we need to be extra cautious, especially during warmer weather, and remember to share the road.”

“Our motorcycle safety courses teach riders so many skills, but the ultimate goal is for graduates to utilize everything they learn every time they go out for a ride. By working together, we can make our roadways safer for all,” said DMV Director Jana Simpler.

Anyone who successfully completes a DMV Rider Safety Course in 2023 will be automatically entered to win a four-digit motorcycle license plate. Two drawings will be held: one on July 21, 2023, for those who successfully complete a course from March 17, 2023 to July 16, 2023, and another on November 18, 2023, for those who successfully complete a course from July 17, 2023, through November 12, 2023. Winners will receive an email alerting them how to obtain their tag.

Dover – The Delaware Division of Motor Vehicles (DMV) is excited to announce that its annual low-digit tag release begins on Monday, November 14, 2022. The release this year will be held as a lottery for those interested in obtaining one of the available plates.

Starting on Monday, November 14, 2022, through Thursday, December 1, 2022, DMV will randomly select a set number of winners for 12 days that we are calling “the 12 Days of PLATE-mas.” There will be no drawings on weekends or on November 24, 2022, or November 25, 2022. The final drawing will be held on December 1, 2022.

Anyone interested in joining the lottery to win a low-digit tag during the “12 Days of PLATE-mas” release must register in advance. Registration begins at 8:00 am on Monday, October 31, 2022, and will continue every day through Sunday, November 13, 2022.

Individuals may register only once per driver license or identification card. To register CLICK HERE or visit dmv.de.gov/taglottery. Registration is required to be entered into the drawing but does not guarantee a registrant a low-digit tag.

DMV will randomly select the following number of winners for each of the 12 days for the various tag types: PV (240), T (60), PC (15), C (6), RT (4), MC (80).

During the registration process, the type of tag being sought must be selected from the following categories:

PV – 5 Digit – Numbers Only (under 10,000 lbs. registered vehicle weight)
T – Trailer (regular trailers – utility, flat-bed, or non-camping trailers)
PC – Passenger Car (under 10,000 lbs. registered vehicle weight)
C – Commercial
RT – Recreational Trailer (camping trailers 5,000 lbs. and over, not regular trailers – see above)
MC – Motorcycle (above 55cc’s)

For those interested in receiving a five-digit, numbers-only tag and the vehicle is under 10,000 lbs., please select tag type PV.

All winners will receive an e-mail confirming they were selected to receive an available low-digit tag. The e-mail will include further instructions. Additionally, daily winning lottery codes will be posted at dmv.de.gov/taglottery and will be accessible from our social media sites: facebook.com/DMVDelaware and DelawareDMV on Instagram and Twitter. Your lottery code can be found in the upper left-hand corner of your confirmation e-mail.

All winners will receive a standard blue and gold license plate upon completing their title work. If their tag number qualifies and they wish to purchase a black and white tag once they have completed their title work with DMV, they can do so through the Delaware Historic Plate Co. DISCLAIMER: The name and driver license and or identification card number used to enter the lottery must match the name and driver license/identification card that will be presented to the DMV associate at the time of the transaction. If there is a discrepancy the request will be denied. The winner must apply the new tag to their vehicle no later than February 28, 2023. There will be no extensions. Tags must be applied to a vehicle; DMV will not permit placing the tag on hold. The owner is responsible for all applicable fees. Specialty tags, background tags, stainless steel tags, and porcelain tags have additional fees. DMV reserves the right to modify the tag number as assigned due to unforeseen circumstances.

Effective Monday, August 29, 2022, customers wanting a Medical Tint Waiver will no longer start the application process by picking up a secure paper application in person at a Delaware Division of Motor Vehicles (DMV) location. Instead, they will begin by filling out the online Medical Tint Waiver Application at dmv.de.gov. DMV will continue to process all Medical Tint Waivers previously provided to customers on secure paper through October 31, 2022.

To begin the application process, first-time applicants will go to dmv.de.gov – Online Services – then click on Medical Tint Waiver Application and enter the required information. Then, print the completed application and take it to their physician to sign and approve. Finally, the applicant will present all pages in person at a DMV location for review and final approval. When applying for a Medical Tint Waiver for the first time, customers can include up to four vehicles if they are registered in their name. Residents with a current Medical Tint Wavier will use the same online application to request additional waivers, up to four vehicles per application, if DMV can confirm there is a valid Medical Tint Waiver on file. For instance, if someone with an existing tint waiver purchases a new vehicle, they can now add it to their current waiver without having to get a whole new form signed by their physician.

“We understand your time is valuable,” said Director of the Delaware Division of Motor Vehicles Jana Simpler. “Moving the Medical Tint Waiver Application online, allows us to streamline the process and reduce the number of DMV visits necessary to apply for a Medical Tint Waiver. Also, allowing a person to add up to four vehicles per application, greatly eliminates the need to make multiple trips to your doctor’s office for signatures. The new process will not only save our customers time but money as well.”

Before starting an online application, please make sure:

• The title and registration of the vehicle(s) are in your name
• You have the registration card(s) in front of you
• You have access to a printer
• If you are requesting a Medical Tint Waiver for a non-owner usual operator and/or passenger in your household, you will also need their Delaware identification number, driver license number, and date of birth.
• Your current address is listed on your registration card. If necessary, you can update it via mydmv.de.gov.

DMV grants medical tint waivers when a person/motorist possesses a statement signed by a licensed practitioner of medicine and surgery or osteopathic medicine or optometry verifying that tinted windows are medically necessary for the owner or usual operator of said vehicle per § 4313 Title 21 Delaware Code. Currently, out of 873,500 passenger or truck type vehicles registered in the State of Delaware 49, 615 have a Medical Tint Waiver or 17.6 %.

The Delaware Division of Motor Vehicles (DMV) is excited to announce its new specialty Support Pollinators License Plate recently won the Automobile License Plate Collectors Association’s (ALPCA) Best Plate Award for 2021.

This morning at 10:00 am Secretary of Transportation Nicole Majeski, Deputy Secretary of Transportation Shanté Hastings, Delaware Division of Motor Vehicles Director Jana Simpler, Delaware Division of Motor Vehicles Deputy Director Amy Anthony, Senator Stephanie Hansen, and Cyndi McCabe President of the Automobile License Plate Collectors Association gathered at St. Jones Reserve in Dover to celebrate the award-winning plate.

The Support Pollinators Plate showcases a combination of vibrant colors, native plants, birds, bees, and butterflies. By purchasing the plate for a one-time fee of $50 online or at any DMV location, you help support pollinator habitat maintenance throughout the State of Delaware. Seventy percent of the fee or $35 goes directly to the Delaware Department of Transportation’s Environmental Stewardship Office to assist with creating, enhancing, and preserving pollinator habitats.

“At DMV we strive to provide a first-class experience for everyone whether in person, on the phone or online,” shared Secretary of Transportation Nicole Majeski. “Our specialty plates give our customers the ability to financially support an organization and an avenue to proudly display their support. For us they are more than just aluminum collections of numbers you affix a sticker every couple of years. They symbolize causes near and dear to our customers. It’s a service we are proud to provide.”

“The Support Pollinators Plate bloomed from a collaboration between DelDOT’s Environmental Studies Office, Senator Stephanie Hansen, former Secretary of Transportation Jennifer Cohen, and the Delaware Native Species Commission,” commented Director of the Division of Motor Vehicles Jana Simpler. “The process took about 2 years and we were beyond thrilled with the final design. It’s really a stunning plate. We are so grateful to be recognized by APLCA.”

“So much of the food we eat everyday depends on the tiniest animals whose incredible work many of us take for granted, and one of the best ways we can protect the fragile ecosystems of these often highly-specialized creatures is by making sure we are all aware of their importance,” said Senator Stephanie Hansen, D-Middletown. “That’s why I worked with Representative Debra Heffernan, Senator Dave Sokola and the Delaware DMV last year to create a special Delaware license plate for people who want to support pollinator habitat creation and conservation. While we didn’t set out to win any awards, we all know how serious Delaware takes its license plates, and I’m so excited this beautiful design is getting the attention it deserves.”

ALPCA’s Best Plate Award Coordinator Gus Oliver said “Many of the members commented about the combination of attractiveness and how the plate number did not interfere with the design like it does with most colorful plates. I knew it had an excellent chance of winning the moment I first saw it.”

Community Relations Officer Susan Lee crafted the initial plate design and Susan Detwiler an author and illustrator from Baltimore, Maryland transformed the concept into the colorful work of art now available from DMV. To date, 531 Support Pollinators plates have been reserved since its June 2021 release.

This is the state’s second time winning an ALPCA for best license plate. Back in 2008, the organization declared Delaware’s limited-edition Centennial License Plate the best in the country. The DMV currently has 135 specialty plates representing a variety of organizations and causes. Out of the 1,141,367 vehicles registered in the State of Delaware 39,044 are specialty plates.

ALPCA members worldwide nominate the best new plates and then vote based on two judging criteria: the overall attractiveness of the license plate design and its legibility as a tool for public safety and law enforcement. Since 1954, ALPCA has promoted license plate collecting and research, the exchange of information and plates. With over 2,800 members from 50 states and 19 countries, ALPCA is the largest license plate hobbyist organization in the world. It’s official! The Delaware Division of Motor Vehicles (DMV)’s DMV on the Go trailer is officially open for business.

The new trailer features updated stations, ADA accessible capabilities and performs all transactions as a traditional DMV except for inspections, road exams, driver improvement and uninsured motorist.

This alternative to brick-and-mortar DMV locations allows customers who may not be able to travel to traditional DMV locations to complete necessary DMV services right in their neighborhood.
