DelDOT Offers Sign Placement Law Reminder Ahead of Election Season

As election season approaches, the Delaware Department of Transportation reminds all candidates and individuals supporting candidates of the rules related to placing campaign signs in public right-of-way.

Signs are allowed 30 days before and 30 days after any election recognized by the Delaware Department of Elections. With the primary election taking place on Tuesday, September 13, 2022, the placement of signs will be allowed beginning on Sunday, August 14, 2022.

All signage must be placed a minimum of 10 feet from the edge of the roadway, and signs may not be placed in medians, islands, gore areas or attached to any infrastructure such as road signage, bridges, poles or trees.

Sign owners are subject to fines of $25 per sign for violation of sign placement and a recovery fee of $15 per sign. Confiscated signs will be disposed of after 30 days.

DelDOT right-of-way agents will be enforcing the sign laws throughout the election season. These rules aren’t just for the safety of motorists, but also for anyone out placing signs along busy roads.

Governor Carney Authorizes Delaware National Guard Cybersecurity Squadron to Support 2020 Election

DNG to support state agencies under Executive Order #46 

WILMINGTON, Del. – Governor John Carney has signed Executive Order #46, authorizing the Delaware National Guard’s 166th Cyberspace Operations Squadron to assist in 2020 election security efforts. The Squadron’s unique cybersecurity capabilities will assist in protecting Delaware’s elections infrastructure.

“Voting is our most fundamental right as Delawareans and Americans, and we will not take for granted the right to cast a vote and to have that vote counted,” said Governor Carney. “Throughout our country’s history, Americans have sacrificed to secure voting rights for our fellow citizens. We have an obligation to take additional steps to protect that right from any cyber threats. This Executive Order is a proactive measure to do just that.”

The Squadron is authorized to work with the Delaware Department of Elections and the Delaware Department of Technology and Information (DTI) in order to avoid the threat of cybersecurity attacks on Delaware’s 2020 elections, which includes: 

  • Providing advice to DTI to prevent, protect and defend against cyber incidents
  • Monitoring and analyzing risks or threats
  • Offering technical and architectural review support for best practices
  • Responding to any incidents 
  • Training and support after the election

Under the Deputy Secretary of Defense Policy Memorandum 16-002, the Delaware National Guard may coordinate, train, advise, and assist cyber support and services. In 2018, Governor Carney approved DTI’s request for the Delaware National Guard to provide similar assistance for the 2018 Primary Election and 2018 General Election. An executive order was not issued because the Governor did not activate any National Guardsmen or women to State Active Duty.  

Governor Carney signed Executive Order #46 on October 15, 2020 and it took effect immediately; it will expire on December 31, 2020.

Department of Elections for New Castle completes review of Christina School District Referendum

Wilmington DE – The Department of Elections for New Castle County completed the review of the Christina School District Referendum. The review included creating of a list of everyone who voted and then analyzing the data. The list of persons who voted in the referendum is available as an EXCEL file.

The review found that no one voted twice and 6 people who did not live in the School District voted in the referendum as compared to 30 who had voted in the February 24th referendum. Election Officers, however, prevented 43 people who did not live in the Christina School District from voting, 28 people who were not U.S. citizens were not permitted to vote, and 15 people who did not provide required ID were also prevented from voting.  One person who should have been permitted to vote was turned away.

Wilmington. The May 27th Christina School District Referendum features 4 non-school polling places.

The two polling places in Wilmington give Christina residents who work in Wilmington the opportunity to vote during the day instead of after work. The two additional polling places give Christina residents the opportunity to vote without going to a school. Polls are open from 10 a.m; to 8 p.m. on May 27th.  Find information about the referendum and the full list of polling places on the Department’s web site.
