Governor Carney Extends Flag Lowering

In conjunction with President Biden, Governor Carney has extended the order lowering both the American and Delaware flags to half-staff at all State buildings and facilities until sunset on Saturday, December 11, 2021 as a mark of respect for the passing of former U.S. Senator Robert Joseph Dole.


Governor Carney Lowers Delaware Flags in Honor of Governor Ruth Ann Minner

In honor of the incredible life and distinguished public service of Governor Ruth Ann Minner, Governor Carney has ordered Delaware flags to be lowered to half-staff at all State buildings and facilities through Wednesday, November 10, 2021.

Visitation services for Governor Minner will be held on Tuesday, November 9, from 2-4 p.m. and from 6-8 p.m. at Milford Church of Nazarene at 11 Salevan Place, Milford, DE.

Additional visitation will be held on Wednesday, November 10, from 11 a.m.-12:45 p.m., and funeral services will begin promptly at 1 p.m. on Wednesday at the church.

The following is a statement from Governor Carney on the passing of Governor Minner:

“I served alongside Governor Minner as her Lieutenant Governor from 2001-2009. She was a leader who had a real common touch. Governor Minner focused on raising up the working families of our state because she knew what it meant to struggle. Having grown up poor in Slaughter Beach, she brought that perspective to her job every day, and she never lost her attachment to those roots.

“Governor Minner was also a trailblazer, becoming Delaware’s first female Governor when she was elected in 2000 and paving the way for women and girls in our state to seek out leadership roles. Her path to the Governor’s office was a unique one. Widowed in her early 30s, Governor Minner served as a legislative aide in the General Assembly, and a receptionist to Governor Sherman Tribbitt, before beginning her own political career. She was elected to her first of four terms in the Delaware House of Representatives in 1974. Governor Minner went on to serve three terms in the Delaware Senate, and two as Lieutenant Governor, before winning two terms as Governor.

“During her time in office, Governor Minner worked with legislators of both parties to improve health care and fight cancer, strengthen our education system, and attract good jobs to our state. She will be greatly missed. Tracey and I are praying for Governor Minner’s family, and her many friends across our state, during this difficult time.”


In Memoriam: General Colin L. Powell

As a mark of respect for the passing of General Colin L. Powell and in recognition of his tremendous life of service to this nation, President Biden has ordered that the U.S. flag be immediately flown at half-staff until sunset on October 22, 2021. In concurrence with the President’s order, Governor Carney has ordered both the U.S. and Delaware flags at state buildings and facilities to be flown at half-staff.


National Firefighters Memorial Service

In observance of the 40th National Fallen Firefighters Memorial Service and in accordance with Public Law 107-51, Governor Carney has ordered both the American and Delaware flags be lowered to half-staff on Sunday, October 3, 2021 from sunrise to sunset.

Governor Carney and Lieutenant Governor Hall-Long join family, friends and Delawareans across our state in paying tribute to the extraordinary life and service of Second Lieutenant George M. Johnson. In recognition, the Delaware flag will be lowered to half-staff on Saturday, October 2, 2021.
