Governor Carney Releases Government Efficiency and Accountability Review (GEAR) Board Report

Seventh annual report highlights State’s continuous improvement accomplishments

 

WILMINGTON, Del. – Governor John Carney on Monday released the seventh annual report of the Government Efficiency and Accountability Review (GEAR) Board. Governor Carney established GEAR under Executive Order #4 in February 2017 to identify ways for State government to sustain its culture of continuous improvement by improving the quality, efficiency, and effectiveness of public services, while bending the cost curve of government downward.

“Delaware’s economy is growing, and more Delawareans are working today than at any time in our history,” said Governor John Carney. “However, there is more work to do.  That is why GEAR continues to be a valuable program for us in saving money and promoting continuous improvement.  It ensures an efficient and effective State government that always puts Delaware taxpayers first.”

The report highlights key accomplishments and ongoing efforts across State government in 2023, that include:

  • Expanding development of continuous improvement professionals throughout State government. Eighty-three practitioners from 16 State organizations are executing projects within a portfolio of 140 initiatives. Savings to the State are estimated to total $76-80 million over the life of projects underway.
  • Achieving savings and improvements for taxpayers through restructuring leases, improving data analysis of school district enrollment projections, minimizing the debt burden for ex-offenders, modernizing the client experience at state service centers, growing the Delaware Communities of Excellence to produce a statewide literacy ecosystem, revamping unemployment insurance processes and systems, enhancing financing options for farmers, optimizing long-term care delivery, along with streamlining financial, human resource, and information technology systems.
  • Continuing the GEAR P3 Innovation and Efficiency and Trailblazer Award programs that reward State employees who demonstrate successful implementations of innovative, cost saving, and service enhancing continuous improvement projects.
  • Reviewing capital project processes within public school systems through the EdGEAR (Education-GEAR) team with a comprehensive review of the minor capital improvement funding process currently underway.
  • Recognizing GEAR’s accomplishments through inclusion in Results for America’s – 2023 Invest in What Works State Standard of Excellence, a nationally recognized state benchmarking program, that the GEAR program will leverage to coordinate with other state governments that are pursuing data driven best practices.

The Board’s report, released each December, also provides policy and budgetary recommendations for possible inclusion in the Governor’s agenda and recommended budgets.  Several of the recommendations included in the 2023 report are highlighted below.  Governor Carney’s Fiscal Year 2025 budget proposal will be released on January 25, 2024.

Recommendations in the 2023 report include:

  • Sustaining participation in the Continuous Improvement Practitioner (CIP) Training program and creating project and process leadership training paths using the First State Quality Improvement Fund.
  • Establishing job classifications within the State personnel system for project managers, Lean business process analysts, and other continuous improvement specialists.
  • Supporting the Ready in Six permitting improvement initiative by investing in specific process improvements being developed with State agency partners.
  • Investing in the development of digital government services to allow citizens to transact business with the State anytime, from anywhere, and on any device through the Go DE initiative launching in 2024 beginning with a centralized payment interface.
  • Modernizing the State’s enterprise resource planning (ERP) systems (financial, human resource, and pension administration).
  • Building upon GEAR’s foundation of business process management and project management tools by staying engaged with emerging industry trends in artificial intelligence, business process mining, and robotic process automation.

“GEAR was never meant to be a one-time study on government efficiency to gain a few quick wins and then rest easy.  The intent is to drive an ongoing culture change – integral to how the State does business while guiding the services of government,” said Charles Clark and Daniel Madrid, Executive Director and Deputy Director of GEAR respectively, and Bryan Sullivan, Director of Management Efficiency at the Delaware Office of Management and Budget. “This is why GEAR will continue to be necessary in the future – supporting an adaptive, highly effective, and efficient Delaware State government for generations to come.”


Delaware Families, Stakeholders Celebrate National Adoption Month

Annual event honors families adopting and family service workers

DOVER – On November 18, the State of Delaware came together to celebrate National Adoption Day, a day dedicated to highlighting the importance of adoption and the support available to adoptive families. This special program, hosted by the Interagency Committee on Adoption, a collaboration between Delaware’s child welfare agencies, also paid tribute to the dedication of those who work to ensure children find their forever homes.

Delaware’s Lieutenant Gov. Bethany Hall-Long, Department of Services for Children, Youth and Their Families Secretary Steve Yeatman, representatives from the Delaware Division of Family Services, and members of the Interagency Committee on Adoption gathered at the Dover Public Library for a heartfelt ceremony. The celebration included adoption ceremonies for families and recognition of the nearly 60 families who expanded their families through adoption this year.

During the celebration, Delaware Family Court Judge Mardi Pyott finalized adoptions for two families in front of dozens of loved ones, friends, community advocates and social workers.

In a video message, Gov. John Carney celebrated the families and all those who have opened their homes to adoption throughout the year. “You have created your families in a unique and special way,” said Governor Carney. “And you have provided the gifts of unconditional love and a protective home for so many Delaware children.” Gov. Carney also thanked the permanency workers and family court judges who have made a commitment to young people in need and recognized Delaware’s youth who have experienced foster care and face every day with courage and resiliency.

Lt. Gov. Hall-Long presented a proclamation, signed by herself and Gov. Carney, declaring November 18 as National Adoption Day and recognizing November as National Adoption Month. Hall-Long applauded the commitment and compassion of the adopting families and family service workers. “As a mom, as a nurse, I’m so humbled to be here,” said Lt. Governor Bethany Hall-Long. “It is so incredibly important to recognize the remarkable foundation that each and every one of you are providing for all children; our foster children are loved.”

As the recognition month ends, the critical work of connecting children with families through adoption continues every day.

“As we celebrate National Adoption Day, we remember that our work is far from over,” said Steve Yeatman, Secretary of the Delaware Department of Services for Children, Youth and Their Families. “Countless children are still waiting for a loving family’s warmth and security. I urge everyone to consider how you can contribute to this noble cause. Whether it’s through adoption, fostering, or supporting organizations that facilitate these connections, there is a role for each of us in ensuring that every child’s right to a loving home is realized.”

In closing remarks, Division of Family Services Director Trenee Parker congratulated and thanked the families and community partners for being part of this wonderful community and giving us hope for the future. “That’s what we’re here for today,” said Parker. “One day, these little people are going to be standing up here making these remarks and doing things to take care of the citizens of our state.”

CyberStart America and Cyber FastTrack Registration Now Open
CyberStart America and Cyber FastTrack offer free, fun game-like activities for high school and college students

Dover, Delaware — Delaware’s Governor John Carney and the Chief Information Officer (CIO) Gregory Lane today announced that high school and college students can register for the CyberStart America and Cyber FastTrack programs. These national programs, sponsored by the National Cyber Scholarship Foundation and the SANS Institute, provide participants with the opportunity to explore their potential cybersecurity talent and assist Delaware students with gaining problem-solving skills that enhance knowledge post-graduation. The programs are split by high school student levels grades nine through twelve and college student level, and any participant has the chance to win scholarship prizes as well as statewide recognition.

“All Delawareans need to understand the potential of cybersecurity both for their professional and personal development. Whether cybersecurity is a potential career pathway or learning about self-protection against cyber criminals, it’s on all of us to learn more to keep Delaware secure,” said Governor Carney. “The CyberStart and Cyber FastTrack programs allow high school and college students to learn more about cybersecurity and how it affects all career paths. I encourage students to take advantage of this opportunity.”

“With cyber-attacks happening every day to well-secured, high-profile organizations, the need for this next generation to fill the skills gap in cybersecurity is essential. These major breaches not only affect the organizations directly attacked, but typically have far-reaching impacts. We must continue to be vigilant, and we need the next generation of cyber defenders to protect against sophisticated bad actors. With programs like these, participants can develop the cyber skills that will serve them well in any career field,” said CIO Gregory Lane.

The CyberStart and Cyber FastTrack programs both offer a series of online challenges that allow participants to act as cyber protection agents to solve cybersecurity-related puzzles and explore related topics such as code-breaking, programming, networking, and digital forensics. For the high school level, the program can be assigned as part of homework, form the basis of an extracurricular club, or students can simply try it on their own. Participating students and their teachers do not need knowledge or experience in information technology or cybersecurity to take part. Everything they need can be learned in the game; however, support and communication about the program to students are needed. Both programs are free for schools and students.

Students who do well in the program can earn access to scholarships and advanced training. During the previous competition, Delaware had 261 high school student participants with 6 award winners in CyberStart America and 76 college students with five award winners in Cyber FastTrack. Governor Carney Releases Family Services Cabinet Council’s 2023 Trauma Informed Care Report

WILMINGTON, Del. – Governor John Carney on Thursday released the Family Services Cabinet Council’s 2023 Trauma Informed Care Report. The report details the State’s progress in serving Delaware families through the trauma-informed perspective and establishes goals for the future. The report was discussed at a roundtable Thursday with First Lady Tracey Quillen Carney, members of the Cabinet, State of Delaware leaders, Trauma Matters Delaware, and trauma advocates.

 

“This plan serves as a critical benchmark for the work ahead,” said Governor John Carney. “Trauma-informed care is a cultural shift that empowers state employees, community partners, and state leaders to truly serve Delaware families, but it takes time to implement correctly. I want to thank the members of the Family Services Cabinet Council and Trauma Matters Delaware for their leadership and dedication to supporting those affected by trauma.”

 

“Promoting a more effective recognition and response to childhood trauma is a primary pillar of our first spouse initiative, First Chance Delaware,” said First Lady Tracey Quillen Carney. “Being welcomed as a partner in efforts to give Delaware’s children a ‘first chance’ to succeed has been the privilege of a lifetime.”

 

“Through my public service and as a grief counselor and nurse, I’ve seen how trauma impacts a person individually and deeply, resulting in collateral consequences like incarceration and mental health challenges, and ripple effects across our communities,” said Lt. Governor Bethany Hall-Long, PhD, RN. “The Family Services Cabinet Council, First Lady, and Trauma Matters Delaware have recognized and responded to the need for trauma-informed care in our state. This report lays a foundation for the future. I look forward to continuing to partner with the many stakeholders and agencies committed to empowering individuals and families.”

In 2018, Governor Carney signed Executive Order 24, making Delaware a trauma-informed state. Executive Order 24 directs the Family Services Cabinet Council to lead state agencies and state employees in improving services and outreach for children and families exposed to trauma.


Governor Carney Joins Bipartisan Coalition of Governors Standing in Solidarity with Israel

WILMINGTON, Del. – Governor John Carney has joined 17 governors standing in solidarity with Israel, issuing a joint letter to federal leaders to express the broad support for Israel and condemnation of terror attacks from Hamas. The governors also reaffirmed their commitment to work with the U.S. Department of State to ensure the safe return of Americans.

Dear Speaker McHenry, Leader Schumer, Leader Jeffries, and Leader McConnell:

As Governors representing more than 144,000,000 Americans, we stand with Israel and unequivocally condemn the despicable acts of war and terror perpetrated by Hamas on Saturday, October 7, 2023, which have already claimed the lives of hundreds of innocent people in Israel. In the days since these initial attacks, we have joined with members of our communities to mourn and pray, and we have experienced first-hand the deep emotional toll this horrendous evil has taken on so many. We also know that there are several Americans that have already been confirmed killed as a result of this violence, and we know that number is likely to rise in the days ahead.

We stand united in support of Israel in its efforts to secure the safe return of hostages and ensure the ongoing safety of its people. We commend President Biden for his swift response in providing increased military assistance to Israel, and members of Congress from both parties for their firm statements of support for Israel. We urge immediate and continued U.S. aid to Israel in the weeks and months to come. We also urge the Senate to swiftly confirm nominees to key diplomatic roles in the region, including ambassador roles in Israel, Egypt, Lebanon, Oman, and Kuwait as well as move forward with consideration of all pending military nominations and promotions to ensure that our most experienced leaders are occupying the most important jobs for our national defense.

Each of us has taken action in our respective states to increase security in Jewish communities and at Jewish houses of worship. Given these concerns, and the rise of antisemitism across the country, Congress should ensure funding for states and local governments to support activities and programs to ensure resources to safeguard houses of worship and religious-affiliated groups are available to combat antisemitism at home. We will continue to work with federal, state, and local law enforcement to monitor for potential domestic threats and provide support to community leaders as needed.

We stand ready to provide additional support to Israel and to work with the United States Department of State to ensure the safe return of Americans in Israel. Our prayers remain with those who have been lost, their loved ones, the people of Israel, and the Jewish community worldwide.
