Justin Day to Head Up New Partner Services Team at DTI

DOVER, Del. — The Delaware Department of Technology and Information (DTI) is pleased to announce that Justin Day has been promoted to serve as Chief of Partner Services. In his new role, Justin will lead the new Office of Partner Services — which will be comprised of Partner Engagement, End-User Services, and Statewide IT Support Center teams. As part of DTI’s ongoing transformative digital government approach, he will work to better align partner roles and IT solutions with business strategy, enhance support options, and implement a new enterprise managed & brokered service offering to maximize value for all stakeholders. Justin will also be responsible for developing and implementing strategies to enhance customer experience and service delivery across Executive agencies and the Legislative branch.

Justin has been a dedicated and valuable DTI team member and leader — who proves every day that he understands the value of collaboration, as well as the critical link between delivering quality IT services to the success of agencies in supporting our citizens,” said DTI CIO James Collins. “I am delighted that he has accepted the challenge to take on this brand-new role as we move forward with IT Centralization. Justin’s excellent record and experience with innovation, team transformation and customer service make him a great fit for this position.”

Over the last 20 years, Justin has served in key leadership roles at DTI in the areas of IT Service Management, End-User Services, and Data Center Operations. Most recently, Justin served as the Director of Data Center & Operations where he led successful efforts to centralize mission-critical infrastructure, modernize network operations, and transform how end-user services are delivered to agency partners. While leading the Data Center Team, Justin proposed and implemented strategies that consolidated the number of State Data Centers to improve efficiencies, lower costs, and reduce the environmental footprint by generating fewer greenhouse gas emissions. As a leader in Information Technology Service Management, he greatly expanded services, implemented the State’s first 24/7 Support Center and led DTI’s effort to deliver end-user services to agency partners statewide. His knowledge of DTI services, appreciation for the partners we serve, and proven ability to build teams that deliver positive outcomes will be valuable in continuing to advance the GEAR IT Centralization Initiative.

Justin is an alumnus of Wilmington University, Leadership Delaware Fellow, and holds multiple professional accreditations including ITIL Foundations, CompTIA A+ and CompTIA Network +. He currently serves as Executive Vice President of Delaware Valley 7×24 Exchange and regularly speaks with national audiences on the topics of data center infrastructure, operational excellence, & edge-computing. Justin also enjoys volunteering as a mentor for ITWorks. A native Delawarean, Justin currently resides in Newark with his wife, Steph.

Delaware Emergency Management Agency Earns Accreditation

(Smyrna, Delaware) – On December 13, 2019, the Delaware Emergency Management Agency (DEMA) officially earned accreditation by the Emergency Management Accreditation Program (EMAP). Only nine programs nationwide completed the rigorous assessment process in 2019 to achieve either initial accreditation or reaccreditation. This is the initial accreditation for DEMA and the State’s emergency management program.

“Congratulations to those programs that have maintained their accredited status as well as those who have joined the elite leaders in emergency management having earned accreditation through the Emergency Management Accreditation Program. Through their commitment and leadership, they have proven to their communities and stakeholders that their programs are sustainable and that they continue to focus on their communities’ best interests,” stated Nick Crossley, Director of the Hamilton County Emergency Management and Homeland Security Agency and the EMAP Commission Chair.

Providing emergency management programs the opportunity to be evaluated and recognized for compliance with standards certified by the American National Standard Institute (ANSI) and recognized by the industry complies with EMAP’s mission to build safer communities through credible standards of excellence. These programs demonstrate accountability and focus attention on areas and issues where resources are needed to heighten their preparedness efforts to address any technical or natural disaster that may affect their communities.

To achieve accreditation, applicants must demonstrate through self-assessment, documentation and peer assessment verification that its program meets the Emergency Management Standard set forth by EMAP. The emergency management program uses the accreditation to prove the capabilities of their disaster preparedness and response systems. Accreditation is valid for five years and the program must maintain compliance with the Emergency Management Standard and is reassessed to maintain accredited status.

Through standardization EMAP revolutionizes emergency management programs that coordinate preparedness and response activities for disasters. In addition to obtaining the ability to measure those capabilities, EMAP recognizes the ability of emergency management programs to bring together personnel, resources and communications from a variety of agencies and organizations in preparation for and in response to an emergency. The Emergency Management Standard is flexible in design so that programs of differing sizes, populations, risks and resources can use it as a blueprint for improvement and can attain compliance with those standards in an accreditation process. The accreditation process evaluates emergency management programs on compliance with requirements in sixteen areas, including: planning; resource management; training; exercises, evaluations, and corrective actions; communications and warning; and administration. EMAP is the only accreditation process for emergency management programs.

Governor’s Weekly Message: Addressing Threats Of A Changing Climate

Wilmington, DE – In his weekly message, Governor Markell previews the release of the state’s Climate Action Progress Report, which reflects the state’s progress in addressing the threats of climate change in response to his Executive Order 41, which called for continuing Delaware’s national leadership in reducing greenhouse gas emissions, developing strategies to improve the resiliency of the state’s infrastructure, and ensuring all state agencies incorporate measures for adapting to the impacts of climate change.

“We’ve taken important steps to address this challenge by cutting greenhouse gas emissions from power plants, while investing in renewable energy, and we’re making our low-lying state more resilient through projects like dike and beach restorations up and down our coastline. This progress must continue,” said Governor Markell. “In the coming days we’ll release our Climate Action Progress Report on how we’re doing. It shows that we’ve invested in vehicles that use cleaner fuels, strengthened our infrastructure, and increased energy efficiency. Together, we can continue to prepare for and mitigate the effects of climate change, supporting Delawareans’ health and safety, promoting economic opportunity, and addressing one of the greatest threats to the future of our state, our nation, and our planet. And that will keep Delaware moving forward.”

Governor’s Weekly Message: Building on success to position Delawareans for a promising 2017 and beyond

 

Wilmington, DE – In his weekly message, Governor Markell recalls the economic hardship and uncertainty many Delawareans faced at the beginning of his term and credits the collaborative efforts of many individuals who helped build a stronger state that today positions Delawareans for success in the new economy.

“One of the more powerful images from the time immediately after I took office in the midst of a recession that put tens of thousands of people out of work was observing construction workers throw their shoes in frustration at Legislative Hall,” Governor Markell said. “They were calling on their elected officials to walk in the shoes of those suffering from the financial crisis and imploring us to address the pain that so many were experiencing. As the last year of my administration ends, I am most proud of how our state came together to respond to that challenge and to recognize that global forces stronger than a recession were affecting our people in new ways. I am confident that Governor-elect Carney is assembling a team that’s ready to continue to identify new solutions to position Delawareans for success in a changing world – to walk in their shoes and understand their realities. We have much to celebrate from the past year, and I know that our people have a bright and hopeful 2017 in front of them. I wish all of you a happy, healthy, and fulfilling new year, as we continue to keep Delaware moving forward.”

Governor’s Weekly Message: Reducing Home Utility Expenses While Protecting the Environment

Wilmington, DE – In his weekly message, Governor Markell highlights Delaware’s Weatherization Assistance Program, which insulates and weather-proofs homes at no cost to reduce the financial burden for low-income households, improve home safety, and protect the environment.

“As temperatures drop, some Delawareans worry about utility bills that spike this time every year and their ability to keep their families warm during the winter season,” Governor Markell said. “Delawareans deserve a safe, healthy, and affordable place to call home, and the Weatherization Assistance Program is helping to make this a reality for more of our people, while supporting our economy and our environment. And that will keep Delaware moving forward.”

Please note: This year the Delaware Weatherization Assistance Program celebrates 40 years of serving low-income households, especially families with children, seniors, and individuals with disabilities. The program has helped thousands of Delaware families, saving many participants 30 percent or more on their utility bills. The Delaware Department of Natural Resources Division of Energy and Climate has marked this milestone with an informational video that features personal testimonials from program participants and information about this valuable service. Delawareans are encouraged to view this video and to visit de.gov/wap to learn more about the program and its eligibility requirements.
