DOVER – DNREC’s Office of the Secretary announced today that the written public comment period remains open for amended waste transporter permit applications for Denali Water Solutions and Clark’s Environmental Services (dba Chesapeake Environmental Services LLC). Public hearings for both companies’ amended permit applications were held by the Department Wednesday, April 11 in Milton.

DNREC is keeping the record open for written public comment on both permit applications until Thursday, May 3 after having been made aware that the start of the hearings was delayed and the regular-hours closure of the venue where both hearings were held (the Milton Public Library) precluded additional public comment on both permit applications.

Denali Water Solutions’ application was made to DNREC’s Groundwater Discharges Section for an amendment to the company’s State of Delaware Non-Hazardous Liquid Waste Transporters Permit (DE OH-601) to include transporting other non-sanitary wastewater to the Allen Harim processing facility wastewater treatment plant in Harbeson.

Clark’s Environmental Services (dba Chesapeake Environmental Services LLC) also made an application to the Groundwater Discharges Section for an amendment to the company’s State of Delaware Non-Hazardous Liquid Waste Transporters Permit (DE WH-213) to include transporting sludge to the Allen Harim processing facility wastewater treatment plant in Harbeson.

Project proposals from government entities are due by March 28

DOVER – The Department of Natural Resources and Environmental Control’s Division of Watershed Stewardship and Office of Environmental Finance, and the Delaware Division of Public Health are now accepting project proposals from state, county and municipal governments, and conservation districts for matching grants for wastewater, surface water, and drinking water project planning. Proposals must be received by 4:30 p.m., Wednesday, March 28, 2018.

Eligible projects include planning, preliminary engineering, and feasibility analysis of wastewater and/or drinking water projects; stormwater retrofits; green technology practices; stream and wetland restoration projects; small watershed studies; master surface water and drainage plans; and other source water pollution control projects.

Wastewater Planning Grants assist with wastewater infrastructure project planning and design necessary to submit a loan application for funding consideration. Surface Water Planning Grants support projects and activities that focus on reducing surface water runoff and improving water quality in impaired watersheds. Drinking Water Planning Grants help municipal water systems prepare for large, often costly projects such as troubleshooting source water quality and proposing solutions, reconfiguring water plants to optimize treatment, and determining water main size and locations, among other activities.

Grant applications up to $50,000 will be considered with a one-to-one cash match requirement. Up to 10 percent of the grant funds may be used for administrative costs. There is an annual cumulative grant award cap of $100,000 per successful applicant per fiscal year.

The Wastewater, Drinking Water, and Surface Water Matching Planning Grant programs are set-asides in the state’s Clean Water and Drinking Water Revolving Funds. Projects will be recommended for funding by the Delaware Water Infrastructure Advisory Council through a competitive grant process.

DOVER – DNREC Environmental Finance and the Division of Public Health Office of Drinking Water have extended the notice of intent (NOI) submission due date to Feb. 28 for all municipal governments, privately-owned businesses, wastewater and drinking water utilities, consultant engineers, and other interested parties.

Notices of intent for wastewater, drinking water, stormwater, and related infrastructure projects opened for solicitations Jan. 3 in preparation of the FY 2018 Project Priority Lists (PPLs). The NOI submissions are critical to the development of Clean Water State Revolving Fund (CWSRF) and Drinking Water State Revolving Fund (DWSRF) FY 2018 Project Priority Lists (PPLs), as projects must be listed on PPLs to be considered for funding.

DOVER – The Department of Natural Resources and Environmental Control will hold a public hearing Tuesday, Nov. 15 on several wastewater projects proposed by the City of Rehoboth Beach, including the city’s ocean outfall. The hearing will begin at 6 p.m. at the Rehoboth Elementary School, 500 Stockley Street, Rehoboth Beach, DE 19971.

Rehoboth’s proposed wastewater projects include a pump station, a force main and an ocean outfall. The new pump station and a 24-inch force main are required to convey the treated wastewater to the ocean outfall and through diffusers located 6,000 feet offshore in water approximately 40 feet deep.

These proposed projects require several DNREC permits and approvals, including a National Pollutant Discharge Elimination System (NPDES) Permit, a Coastal Zone Management Act Federal Consistency Determination, a Subaqueous Lands Lease, Water Quality Certification, a Wastewater Facilities Construction Permit, and a Beach Preservation Coastal Construction Permit. Rehoboth’s permit applications and supporting documents, and a fact sheet and a draft NPDES permit are available on DNREC’s website.

The public hearing will receive comments from public speakers, with priority given to those who have preregistered followed by other speakers who choose to sign up at the public hearing.
