Wilmington, DE – The Delaware Department of Justice announced sentences in the following
criminal cases:
Eroll Harper, age 44 of Philadelphia, PA, was convicted in New Castle County Superior Court on
April 22, 2008 of 2 counts of Rape 2nd Degree, 8 counts of Unlawful Sexual Contact 2nd Degree, 6
counts of Indecent Exposure 1st Degree, Continuous Sexual Abuse of a Child, 2 counts of
Endangering the Welfare of a Child, and Sexual Solicitation.
Between June and November 2005, Harper abused multiple victims whose ages ranged between 9-10
years. Harper was arrested on November 22, 2006 by New Castle County Police.
Harper was sentenced in New Castle County Superior Court today by Judge John E. Babiarz, Jr. to 50
years, suspended after 22 years, followed by 2 years of Intense Probation. He must also register as a
Tier 3 Sex Offender.

Aaron Archy, age 20 of Wilmington, was convicted on May 15, 2008, in New Castle County Superior
Court to First Degree Murder and Possession of a Firearm during the Commission of a Felony,
Possession of a Firearm by a Person Prohibited.
Archy was arrested by Wilmington Police on December 6, 2005, for the murder of 17 year old Luis
Perez. On November 21, 2005 the defendant was present in Wilmington’s Riverside neighborhood
with known drug dealers. Archy and the victim walked around the corner and out of sight of those on
the street. A single shot was heard and the victim was observed lying on the ground while the
defendant walked away from him.
Archy was sentenced in New Castle County Superior Court today by Judge Charles H. Toliver, IV to
Life in Prison, plus an additional 33 years in prison.

Marvin Davis, age 21 of Newport, pled guilty on June 9, 2008 in New Castle County Superior Court to
Manslaughter and Possession of a Firearm during the Commission of a Felony.
Davis was arrested by New Castle County Police on June 16, 2007. On June 5, 2007 a fight occurred between several young females in New Castle County’s Belvedere neighborhood. During the altercation, Davis rushed into the crowd and discharged his firearm. The shot from Davis’s gun did not result in the death of the victim, who died from a gunshot wound sustained during the altercation.
Davis was sentenced in New Castle County Superior Court on August 13, 2008 by Judge Charles H. Toliver, IV to 23 years in prison suspended after 10 years. __________________________________________________________________________________ Edward Palmer, age 59 of Magnolia, pled guilty on June 11, 2008 in Kent County Superior Court to Driving under the Influence of Alcohol.
On March 26, 2008, Palmer was arrested by Delaware State Police when he continued through a sobriety checkpoint without stopping as directed. Further investigation revealed that the defendant had a Blood Alcohol Content of .23. Given Mr. Palmer’s criminal history, which included more than ten previous DUI arrests, six previous DUI convictions, and two convictions for fleeing the scene of a personal injury accident, the State requested a pre-sentence investigation.
Palmer was sentenced in Kent County Superior Court on August 12, 2008 by Judge James T. Vaughn to two years in prison, followed by six months of work release and one year of intense probation.

Lea Workman, age 36 of Dover, pled guilty on July 2, 2008 in Kent County Superior Court to Arson 2nd Degree.
Workman was arrested by the Delaware State Fire Marshal’s Office on January 10, 2008. On January 10, 2008, after a dispute occurred between a friend of the defendant and the victim, Workman traveled to the victim’s residence and set fire to the victim’s vehicle.
Workman was sentenced in Kent County Superior Court on August 14, 2008, by Judge Robert Young to 8 years in prison, suspended after 60 days for 1 year at level four home confinement, followed by 1 year of intense probation. She was ordered to have no contact with the victim and to complete an anger management program and parenting classes. In addition, she was ordered to undergo a mental health evaluation and substance abuse evaluation and treatment.

James Alex, age 32 of Wilmington, was convicted on July 3, 2008 in Kent County Superior Court for Failure to Register as a Sex Offender, Maintaining a Vehicle for Keeping Controlled Substances, Possession of Drug Paraphernalia, Possession of Marijuana, Failure to have Insurance Card in Possession, Failure to Signal a Turn, Driving at an Unreasonable Speed, Improper Lane Change, Failure to Have Driver’s License in Possession, Driving Under the Influence of Alcohol/Drugs.
Alex was arrested by Delaware State Police on February 28, 2008 after an officer noticed the defendant driving erratically.
Alex was sentenced in Kent County Superior Court on August 14, 2008, by Judge Robert Young to 18 months in jail, 1 year at level 4 work release, 1year at level 3 probation, and fines totaling $1,600. He must complete an anger management course, receive a mental health evaluation and substance abuse evaluation, and obtain sexual disorders counseling. He must also register as a Tier 3 sex offender.
