Commissioner Navarro Informs Public of Highmark Mailing Information to Wrong Addresses

Dover, DE (May 21, 2018) – On Friday afternoon, May 11, 2018, Highmark Blue Cross Blue Shield of Delaware (Highmark Delaware) informed the Department of Insurance that explanation of benefits forms (EOBs) were sent out to 507 members’ incorrect addresses.  The company advised that the affected members would be notified by letters mailed on Saturday, May 12, 2018, and that the EOBs did NOT include social security numbers. The error was discovered on March 13, 2018, and was remedied in late April 2018. The Department of Insurance has maintained contact with Highmark officials since the initial report, and will continue to seek information relative to this event.

Commissioner Navarro stated, “I’m aware of this Highmark Delaware incident, and will make certain that there was no unreasonable delay in reporting it to its members and the Department of Insurance.  Highmark Delaware’s customers can be assured that the Department of Insurance will continue to monitor the company’s handling of this situation.”
