DOVER, Del. – The Delaware Department of Safety and Homeland Security (DSHS) has appointed Charles B. Emory Jr. director of the Police Officer Standards and Training Commission (POST). Emory brings nearly 30 years of law enforcement and executive leadership experience to his new role.

Emory joined POST in 2024 as an investigator before becoming administrator of the Delaware Police Accreditation Commission (DPAC) earlier this year, supporting statewide standards for police hiring, training, policy and accreditation. He researched training and policy, evaluated curricula and standards, reviewed accreditation requirements and served as a state accreditation assessor.

“I look forward to continuing the excellent work that has been carried out by our law enforcement agencies and community organizations,” Director Emory said. “Together, through professional development, effective training, accreditation, and adherence to the highest standards, we can continue to advance Delaware law enforcement and enhance the communities we are privileged to serve.”

Before joining POST, Emory spent nearly 28 years with the Wilmington Police Department, advancing from patrol officer to inspector. He led the Operations and Administration divisions, overseeing uniformed patrols and special operations, school resource officers, the Police Athletic League, K9 and Marine units, communications, support services, human resources and training. He also helped manage the department’s $62 million budget and develop departmental policies.

Emory also served on the former Council on Police Training and as a voting member of DPAC and other statewide law enforcement funding and policy bodies. Earlier assignments included leadership roles in human resources and training, uniformed services, criminal investigations and professional standards.

Emory has also completed specialized training in internal affairs investigations, project management, critical incident response and executive law enforcement leadership, including the Senior Management Institute for Police. He serves on the board of the National Organization of Black Law Enforcement Executives (NOBLE) and holds a Bachelor of Arts in Administration of Justice from Howard University.

Emory succeeds Sean E. Moriarty, Ed.D., POST’s first executive director, who was appointed in December 2023 after the commission was created by House Bill 206. Moriarty established the new DSHS division and advanced professional standards, training, accreditation and accountability across Delaware law enforcement. His initiatives helped agencies meet the statewide accreditation requirement by 2028 and promoted officer wellness training, instructor development, and research on officer fatigue.

The Police Officer Standards and Training Commission (POST), a division of the Department of Safety and Homeland Security (DSHS), oversees standards and training for all police officers in Delaware. POST aims to improve the professionalism and behavior of officers by setting qualifications for recruits, education and training requirements, and training standards. POST advises the Delaware Police Accreditation Commission (DPAC), provides guidelines for local oversight boards, and investigates potential officer misconduct related to certification.
