Convicted child pornographer faces new child pornography charges

Wilmington –  Attorney General Beau Biden announced today that a man convicted in April for possession of child pornography has been arrested by the Child Predator Task Force on new child pornography charges

“Criminal prosecution, along with monitoring through Delaware’s sex offender registry and close supervision by law enforcement, are some of the ways we act to protect kids from predators who, as our experience reveals, can pose an ongoing threat by committing new crimes against children,” Biden said.

On April 22, 2013, Roosevelt J. Cubbage, Jr. pled guilty in New Castle County Superior Court to two counts of possession of child pornography following his October, 2012 arrest on child pornography charges by the Child Predator Task Force.  He was sentenced to two years of probation, was required to register as a Tier 2 sex offender, was ordered to have no contact with minors and undergo sex offender and mental health treatment, and was prohibited from accessing the internet through any digital device.

On May 1, 2013 Cubbage was arrested by a probation officer with the Delaware Department of Correction on an administrative warrant that charged him with violating his probation by leaving the State of Delaware without permission.  Two cell phones were seized from Cubbage and a forensic examination conducted by the Delaware State Police High Tech Crimes Unit ultimately revealed multiple images of child pornography on one of the devices, including images of nude girls in their early teens.

As a result of the investigation, on May 31 detectives from the Delaware Child Predator Task Force arrested Cubbage and charged him with 12 counts of dealing in child pornography.  He was arraigned at JP Court #3 and was taken to Sussex Correctional Institution in lieu of $240,000 secured bail.
