Delaware Division of Child Support Services Launches Modernized New Hire Reporting Website

NEW CASTLE – The Delaware Department of Health and Social Services (DHSS), Division of Child Support Services (DCSS), in partnership with YoungWilliams, announced the launch of Delaware’s modernized State Directory of New Hire Reporting website.

The updated website provides an intuitive, fully ADA-compliant experience that makes reporting new and re-hired employees easier and more efficient.

“Employers are among our most important partners and play a critical role in supporting Delaware families,” said Theodore Mermigos, Jr., Director of the Division of Child Support Services. “This upgrade reflects our ongoing commitment to making that partnership easier by providing employers with more accessible tools and streamlined reporting options.”

“Delaware continues to set a strong example in using technology to better serve the public,” said Rob Wells, CEO of YoungWilliams. “This launch reflects the State’s leadership in accessibility and digital modernization—ensuring critical employer services are easy to use, compliant, and available to everyone. State law requires employers to report all newly hired and re-hired employees to the Delaware State Directory of New Hire Reporting. The redesigned website makes it simpler to meet these requirements through improved navigation, a refreshed layout, and a fully mobile-friendly design.

The redesigned platform enhances the employer experience –from visual design to system functionality. With simplified online entry and streamlined file upload capabilities, the updated platform reduces administrative burden and helps employers submit New Hire Reports quickly and accurately.

In addition to usability improvements, the website includes expanded resources tailored specifically for employers, including:

  • Comprehensive information about Electronic Income Withholding Orders (e-IWO) to assist with wage withholding requests
  • Downloadable New Hire Reporting brochures for HR teams and employer associations.
  • Instructional videos guiding employers through the reporting process step by step
  • Direct links to key State of Delaware business resources for easier access to related programs and compliance information

The redesigned website reflects the State of Delaware’s continued commitment to accessibility, transparency, and public service.
