DOVER, DEL. (July 24, 2026) – The Delaware Division of Public Health (DPH) Office of Animal Welfare’s (OAW) Delaware Animal Services (DAS) announces the arrest of a Millsboro woman after 26 live animals and seven dead were seized from her home last week.  

Jessica Donovan, age 36, has been charged with seven felony counts and 26 misdemeanor counts of animal cruelty, and two dog housing violations.

On July 15, DAS responded to the home on Gravel Hill Road in Millsboro to conduct a welfare check. Upon arrival, animal welfare officers observed conditions that raised immediate concerns for the health and safety of the animals on the property. Based on those observations, DAS officers obtained a search warrant to conduct a more thorough examination of the residence. During the execution of the search warrant, officers located numerous animals living in horrendous conditions. A total of 19 cats and seven dogs were removed from the property and transported for evaluation and care at Brandywine Valley SPCA. Officers also discovered seven deceased cats in cages and traps during the investigation. They had been dead for a long time as evidenced by their state of decomposition. The home was cluttered and unsanitary, with accumulated feces, trash and various items.

The suspect operates an animal rescue called Paws and Whiskers Rescue which is believed to be the source of the pets she obtained. Additional animals were likely acquired through her involvement in trap neuter return (TNR) activities.

“This is a deeply concerning case involving an individual entrusted with the care of animals,” said Mark Tobin, Chief of DAS. “Sadly, numerous animals died or experienced significant suffering under her care.”

Donovan was arraigned on July 21 at Delaware State Police Troop 4 in Georgetown and released on her own recognizance. She is prohibited from owning or possessing animals and participating in any TNR or similar programs until the case is fully disposed.
