Gov. Signs Harm Reduction Legislation and Executive Order 28 Establishing Implementation and Public Health Guardrails

DOVER, Del. — Governor Matt Meyer today signed Senate Bill 249 alongside Executive Order 28 directing the Delaware Department of Health and Social Services to implement the state’s new harm reduction framework through evidence-based regulations, a deliberate phased approach, continuous evaluation, and strong public health and safety standards.

WILMINGTON, Del. — Governor Matt Meyer today announced a new pilot program allowing students to use their school-issued student IDs as library cards, removing an additional step between students and the books, research materials and learning resources available through Delaware libraries.
