Newark Man Faces Child Pornography Charges

Criminal Division | Department of Justice | Department of Justice Press Releases | Date Posted: Tuesday, October 16, 2012

Newark – The Attorney General’s office announced today that a proactive undercover investigation by the Delaware Child Predator Task Force has led to the arrest of a Newark resident for distributing child pornography over the internet

During the course of the investigation into the online distribution of child pornography, Task Force investigators obtained and executed a search warrant for a residence in the 4200 block of Cindy Drive, Newark on October 9.  Detectives seized 2 laptop computers and other evidence, and an initial forensic preview revealed multiple images and videos of child pornography.  An occupant of the residence, Roosevelt J. Cubbage, Jr., age 18, was detained by police and taken to Delaware State Police Troop 2 for questioning.  Based on the evidence secured during the investigation, Cubbage was arrested and charged with 25 counts of dealing in child pornography.

Cubbage was arraigned via videophone at J.P. Court #2 and was committed to the James T. Vaughn Correction Center in default of $250,000 secured bail.

The Delaware Department of Justice reminds the public that a charge is merely an allegation and is not evidence of guilt. Defendants are presumed innocent and are entitled to a jury trial at which the State bears the burden of proving each charge beyond a reasonable doubt.
