DOJ Secures Guilty Plea For A Violent Gun Offender

Plea agreement brings lengthy prison time, resolves five pending cases 

On October 2, 34-year-old Timothy Thomas of Wilmington pleaded guilty to Murder 2nd Degree and Possession of a Firearm by a Person Prohibited in New Castle County Superior Court following an investigation into the July 2020 shooting of Andre Hickson.

“I am grateful to our prosecutors and the Wilmington Police Department for their work in bringing this man to justice,” said Attorney General Kathy Jennings. “While I know that nothing can undo the harm caused by his actions, I hope that this can bring some relief to his victims on the path to healing.”

“I am proud of the work of our investigators, who were able to help deliver justice on behalf of the victim and his family,” said Wilmington Police Chief Wilfredo Campos. “We hope that the outcome of this case helps support our message that we will continue to investigate each of these cases and hold those responsible for violence to account.”

On July 6, 2020, Thomas engaged in a verbal altercation with Hickson at an auto repair facility on the 800 block of Wilmington’s East 13th Street. Thomas pulled out a gun and shot Hickson in the chest before fleeing the area. Hickson was transported to Christiana Hospital where he died of his injuries.

This plea represents a global solution resolving charges from a total of five cases pending against Thomas, including Possession of a Firearm by a Person Prohibited from 2020, Strangulation from 2020, Assault 3rd Degree and Malicious Interference from 2021, and Theft of a Motor Vehicle from 2021, in addition to Hickson’s murder. The State will recommend 25 years in prison at sentencing.

This result was secured by Deputy Attorneys General John Taylor and Kristina Bensley with the assistance of DOJ Social Worker Crystal Pitts and Paralegal Lisa Loikith following an investigation led by Chief Investigating Officer Brian Conkey of the Wilmington Police Department.
