DOVER, Del. – President Biden has proclaimed Memorial Day, May 27, 2024, as a day of prayer for permanent peace, and designated the hour of 11 a.m. as a time to collectively unite in prayer and reflection. President Biden also has asked all Americans to observe the National Moment of Remembrance beginning at 3 p.m., and has requested that flags be flown at half-staff on Memorial Day until noon.

In concurrence with President Biden’s request and in remembrance of those we have lost in service, Governor Carney has directed flags at state buildings and facilities to be lowered to half-staff the morning of Monday, May 27, 2024, for Memorial Day, and then returned to full-staff at noon.

State buildings and facilities that are staffed on Monday, May 27, 2024, are requested to observe this protocol.
