Delaware’s newest Correctional Officers complete their training, enter public service

Delaware’s largest law enforcement agency today graduated 31 correctional officers and a correctional educator who have completed the Department of Correction’s Correctional Employee Initial Training (CEIT) program during a ceremony today at the Department’s Dover headquarters. These graduates now join the ranks of the 1,700 Correctional Officers who are assigned to Delaware’s state prison system.




Inmate Death – Felecia Morris

Felecia Morris, age 24, an inmate at Baylor Women’s Correctional Institution, died January 20, 2015 following an apparent suicide. Morris had been incarcerated on $3,000 secured bail since January 15, 2015 on shoplifting, criminal mischief, disorderly conduct, and offensive touching charges in Kent County.




Offender fails to return from authorized pass issued by work release center

The Delaware Department of Correction announces that offender Kennyuan Baldwin failed to return from an authorized job seeking pass issued yesterday, January 6, by the Morris Community Corrections Center in Dover. Ongoing attempts to make contact have been unsuccessful and at this time the offender’s whereabouts are unknown.




26-year corrections veteran named Deputy Commissioner of Correction

Commissioner Robert Coupe today announced the appointment of Perry Phelps as Deputy Commissioner of the Delaware Department of Correction (DOC). The Deputy Commissioner serves as second in command of the Department and is responsible for its day-to-day operations during any absence of the Commissioner.
