Offender fails to return from authorized pass issued by work release center

The Delaware Department of Correction announces that offender Kennyuan Baldwin failed to return from an authorized job seeking pass issued yesterday, January 6, by the Morris Community Corrections Center in Dover. Ongoing attempts to make contact have been unsuccessful and at this time the offender’s whereabouts are unknown.

Commissioner Robert Coupe today announced the appointment of Perry Phelps as Deputy Commissioner of the Delaware Department of Correction (DOC). The Deputy Commissioner serves as second in command of the Department and is responsible for its day-to-day operations during any absence of the Commissioner.

As part of the drill, the facility is being placed in an emergency lockdown, however staff is working to accommodate previously scheduled visits to the facility. No disruption is anticipated to the neighboring community.
