The Delaware Senate unanimously confirmed the nomination of James Collins to serve as Chief Information Officer of the Department of Technology and Information (DTI), replacing Jim Sills, who recently assumed the role of president and chief executive officer of Mechanics and Farmers Bank after serving as DTI CIO since 2009.
