Pursuant to my authority under Article VII, Section 1 of the Delaware Constitution, I have decided to commute the sentence of Robert Gattis to life in prison without the possibility of parole, subject to the conditions set forth below.

By a four to one vote, the Board of Pardons has recommended to the Governor that Robert Gattis’s death sentence be commuted, provided that he agrees to spend the rest of his natural life in prison with no further appeals for relief.
In his weekly message, Governor Markell talks about one of the great leaders in history, Martin Luther King, Jr. “Martin Luther King, Jr. was of the true champions not just of our time but of all time,” said Governor Jack Markell.
