In an effort to better meet the needs of Delaware’s criminal justice system, Department of Health and Social Services (DHSS) Secretary Rita Landgraf and Department of Safety and Homeland Security Secretary (DSHS) Lewis Schiliro proposed to reorganize the Office of the Chief Medical Examiner as the Division of Forensic Science and move it from DHSS to DSHS.

Emphasizing that one of the best predictors of whether ex-offenders will commit more crimes is whether they have a job, Governor Markell signed legislation to prohibit public employers from inquiring into an applicant’s criminal record before their first interview.




Governor, Legislators Propose Doubling R&D Tax Credit for Small Businesses

Having made fostering innovation a key part of his agenda to fulfill Delaware’s potential, Governor Markell joined a bipartisan group of legislators in pushing to double the research and development tax credit available to small businesses.
