State Suspends License of Newark Physician for Serious Violations of Medical Practice Act

Department of State | Date Posted: Wednesday, May 9, 2012

(DOVER, Del.) – Secretary of State Jeffrey Bullock and the President of the Board of Medical Licensure and Discipline, Dr. Stephen Cooper, have ordered the emergency suspension of Dr. Pierre LeRoy’s medical license for committing serious violations of the Delaware Medical Practice Act. In making their determination, Secretary Bullock and Dr. Cooper considered the allegations of sexual misconduct, Dr. LeRoy’s disciplinary history, and the response received from Dr. LeRoy’s counsel.

After due consideration, it was determined that the available information was sufficient to support an emergency suspension of Dr. LeRoy’s license to practice medicine in Delaware in that there is a reasonable belief his continued practice presents a clear and immediate danger to the public health.

“The seriousness of the allegations against Dr. LeRoy warranted our immediate action to protect the public from any possible future harm,” said Secretary Bullock.

The complaint and motion filed by the Attorney General’s Office allege that on or about April 12, 2012, Dr. LeRoy engaged in sexual misconduct and sexually suggestive behavior during the treatment of a female patient in his Newark, Del. office. He also allegedly violated a permanent license restriction barring him from treating a female patient without having an appropriate female chaperone present.

On February 1, 1994, the Board of Medical Practice, now the Board of Medical Licensure and Discipline, accepted a consent agreement from Dr. LeRoy which included his admission that he had engaged in unprofessional conduct by being convicted of acts of unlawful sexual contact in the third degree, which led to disciplinary action including a suspension of his license and the permanent restriction regarding treating female patients.

As a result of the action taken today, Dr. Leroy’s licensure status has been updated on the Division of Professional Regulation’s online license verification service, which can be found by visiting dpr.delaware.gov and clicking “Verify License Online.” You may also view the public order suspending Dr. LeRoy’s license there.
