Wilmington – Attorney General Beau Biden announced today that an undercover investigation by the Delaware Child Predator Task Force has led to the arrest of a 40-year-old Wilmington man on child sexual solicitation charges. Kevin L. Gaines, of the 200 block of E. 25th Street in Wilmington was arrested this morning at the New Castle County Courthouse, where he was working as a court bailiff assigned to Superior Court.
“With sophisticated technology and coordinated investigation among law enforcement agencies, the Delaware Child Predator Task Force continues to carry out its mission of finding child predators online before they can victimize kids offline,” Attorney General Biden said.
The online undercover investigation which led to the arrest involved communications between a subject and a undercover detective who was using the profile of a 14 year old female. During multiple sessions, the subject stated that he wanted to meet with the person he believed was the 14 year old female to have sex with her. In addition, during two chat sessions, the target exposed himself and masturbated during webcam sessions. The investigation resulted in detectives identifying the subject as Gaines.
Today, as Gaines was taken into custody, detectives executed a search warrant at his home, seizing a laptop computer. Gaines was taken to Delaware State Police Troop #2 and was charged with five counts of attempted online sexual solicitation of a child and two counts of obscenity. He was arraigned at Justice of the Peace Court #2 by videophone, ordered to be held on $42,500 secured bail, and was committed to James T. Vaughn Correctional Center.
The investigation, including a forensic analysis of the computer, continues.
