Inmate Death – Felecia Morris

Felecia Morris, age 24, an inmate at Baylor Women’s Correctional Institution, died January 20, 2015 following an apparent suicide. Morris had been incarcerated on $3,000 secured bail since January 15, 2015 on shoplifting, criminal mischief, disorderly conduct, and offensive touching charges in Kent County.




Offender fails to return from authorized pass issued by work release center

The Delaware Department of Correction announces that offender Kennyuan Baldwin failed to return from an authorized job seeking pass issued yesterday, January 6, by the Morris Community Corrections Center in Dover. Ongoing attempts to make contact have been unsuccessful and at this time the offender’s whereabouts are unknown.




26-year corrections veteran named Deputy Commissioner of Correction

Commissioner Robert Coupe today announced the appointment of Perry Phelps as Deputy Commissioner of the Delaware Department of Correction (DOC). The Deputy Commissioner serves as second in command of the Department and is responsible for its day-to-day operations during any absence of the Commissioner.




Deputy Commissioner retires after 33 years of service to the Department of Correction

Commissioner Robert Coupe commended Karl Hines, Deputy Commissioner of the Delaware Department of Correction, for his 33-year career of dedicated public service to the State of Delaware, as Hines retires from government service.




Media notification: offender fails to return from weekend pass from work release center

The Delaware Department of Correction announces that an offender has failed to return from an authorized weekend pass issued by the Plummer Community Corrections Center in Wilmington.
