Nominates Deputy OMB Director Brian Maxwell to build on efforts to make state government more efficient and effective

Dover, DE – Governor Markell today announced that he will nominate Brian Maxwell, Deputy Director at the Office of Management and Budget for more than three years, to lead the agency when Director Ann Visalli departs next month. Visalli will end her more than seven years in the position when she becomes Chief Operating Officer at St. Andrew’s School in May. Markell will submit Maxwell for consideration by the State Senate when the General Assembly returns to session.

Having helped lead the work to balance the state budget for the past seven years and with his background in finance, Maxwell is well-positioned to build on the Administration’s efforts to promote fiscal responsibility while making key investments in the state’s economy, education, and quality of life. Prior to becoming Deputy Director, he served as OMB’s Director of Budget Development and Administration and as Cash and Debt Manager for the Treasurer’s Office from 2005 to 2009, during Markell’s time as State Treasurer. Maxwell previously worked as an Assistant Vice President at Citigroup Inc., managing parts of the company’s global loans initiatives.

“Brian has played a vital role in developing my administration’s budget proposals and finding ways to run government more efficiently and effectively,” said Markell. “With a deep understanding of the state’s finances, the ability to find savings while also prioritizing key investments in our future, and experience working with members of the General Assembly as they finalize the budget bills, he is an ideal leader to build on the work happening at OMB.”

In announcing Director Visalli’s impending departure earlier today, the Governor’s office outlined key achievements of budgets passed during this administration, including the elimination of a record $800 million shortfall in Markell’s first year, the preservation of the state’s AAA bond rating, millions of dollars in savings for taxpayers, and a variety of investments to create more opportunities for Delawareans, from better access to quality early childhood education to increased development in downtown areas.

“I have been proud to work with an outstanding, talented team at OMB, and the Governor’s nomination to lead the agency is a great honor,” said Maxwell. “If confirmed by the Senate, I look forward to continuing our efforts together to use taxpayer resources responsibly, work cooperatively with the General Assembly on the state’s budget, and ensure we can build on Governor Markell’s efforts to make opportunity available for all Delawareans.”
