Apply Now for Nonprofit Security Grant Program

Nonprofit Security Grant Program apply by April 21

SMYRNA, Del. – Eligible 501(c)(3) nonprofits, including faith-based groups, can now apply for the Nonprofit Security Grant Program (NSGP), which can reimburse up to $150,000 per site for physical and cybersecurity enhancements or other security-related activities for organizations at risk of a terrorist attack.* NSGP is funded by the U.S. Department of Homeland Security (DHS) and administered in partnership with the Federal Emergency Management Agency (FEMA) and the Delaware Emergency Management Agency (DEMA).

Last year, the NSGP program administered $2.4 million in awards on behalf of 24 projects for Delaware organizations.

The deadline to apply is April 21 at 5:00 p.m.

Nonprofit organizations with multiple sites may apply for up to $150,000 per site for up to three sites, for a maximum of $450,000. The maximum award is $150,000 per project application and a separate Investment Justification (IJ) and vulnerability assessment must be submitted unique to each site. All completed application packets must contain an IJ, mission statement, and vulnerability assessment. Applications will be reviewed and ranked by DEMA and then be forwarded to DHS/FEMA for final determination of eligibility and award.

DEMA will host a webinar for potential applicants on March 17 at 10:00 a.m. to provide general information and answer questions. To register or to submit an application, email Mark Dworkin at PreparednessGrants@delaware.gov

All applications must have a Vulnerability Assessment (for each site) and a Unique Entity Identifier. The assessment outlines the nonprofit’s risks and vulnerabilities, and the application should address how the proposed project will mitigate them. Allowable projects should focus on cybersecurity, security-related activities and physical security enhancements. Funding can be used for security-related planning, exercises, training, contracted security personnel, and the acquisition and installation of security equipment on real property (including buildings and improvements) owned or leased by the nonprofit organization at the time of application.

Unique Entity Identifier
The UEI is a 12-character alphanumerical ID assigned to an entity by the federal System for Award Management (SAM) website at SAM.gov.

  • If an entity has already registered in SAM.gov, the Unique Entity ID is viewable at SAM.gov. Remember, you must be signed in to your SAM.gov account to view entity records.
  • For applicants new to SAM.gov and registering for the first time, the Unique Entity ID is automatically generated during registration. Please visit SAM.gov to learn more.

Outreach Calls
The Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate invites all potential NSGP applicants and sub-applicants to participate in one of the upcoming outreach calls on the FY 23 NSGP.

* NSGP is a reimbursement grant. Awardees should be expected to pay for approved project costs initially. Reimbursement is then requested for incurred costs and provided through DEMA. Purchases may be made (and reimbursed) incrementally rather than the entire amount of awarded funds at once. Expenses must align with the nonprofit’s awarded project and occur within the Period of Performance. Unallowable costs will not be reimbursed.
