Markell Signs Mandatory Sentencing Reform into Law

Governor Markell has signed legislation into law that enacts a proposal from his State of the State address to reform Delaware’s habitual offender law, eliminating mandatory life sentences for drug offenders and providing judges with more discretion for sentencing non-violent offenders. Senate Bill 163 was championed by State Senator Karen Peterson and received bi-partisan support when approved recently by the General Assembly.

Governor Jack Markell today announced that his Chief of Staff, Michael A. Barlow, will leave the administration to return to private law practice, joining the firm of Abrams & Bayliss LLP. The Governor has named Drewry N. Fennell, who has been Deputy Chief of Staff since 2014, as his new Chief of Staff, providing a seamless transition in staffing for the remainder of the Governor’s term.

This past week Delaware lost a selfless community hero and courageous first responder when volunteer firefighter Tim McClanahan was killed during a helicopter training exercise. As we grieve with Tim’s family, friends, and colleagues, we also honor and celebrate his contributions to our state – as a dedicated family member, a volunteer firefighter, and an original member of the Air Rescue team with which he was flying at the time of his tragic accident. And we are reminded of the sacrifices that first responders, police officers, and firefighters make across our state every day to keep us safe.
