Child Predator Task Force Arrests Two Delaware Men Separate investigations lead to rape, child pornography charges

Wilmington – Attorney General Beau Biden announced today that a continuing child Predator Task Force Investigation into the production and possession of child pornography has led to the November 19, 2012 arrest of Randy Travis Newman, age 24, of the 300 block of Erica Avenue in Fredericka.  During the investigation a search warrant was executed on November 2, 2012 at Newman’s residence and multiple computers and additional electronic devices were seized.  After a forensic examination of the evidence revealed images of a nude underage male, Newman was arrested and charged with two counts of Dealing in Child Pornography.  He was arraigned via videophone by JP Court #2 and was ordered held on $20,000 secured bail.  Investigators subsequently positively identified the underage male.  Based on this new evidence and the continuing investigation, an arrest warrant was obtained for Newman, who had since been released after posting bail on the initial charges.  Newman surrendered to authorities at DSP Troop #3 on November 19 and was charged with one count of Rape 4th Degree and one count of Unlawful Sexual Contact 2nd Degree. He was arraigned via videophone by JP Court #2 and is being held at James T. Vaughn Correctional Center in lieu of $23,000 secured bail.

Monday’s arrest follows the November 15, 2012 arrest of a Dover man on child pornography charges.  A proactive online undercover Child Predator Task Force investigation into the distribution of child pornography resulted in the execution of a search warrant on November 15 at a residence on Murfield Court in Dover by Task Force members, with the assistance of a uniformed officer from DSP Troop #3 and a Dover City police detective.  Detectives seized several computers and multiple digital media devices.  During the execution of the warrant a person of interest named Michael McCoy, age 49, an occupant of the residence, was identified.  A forensic examination of the seized evidence revealed multiple images of child pornography.  Based on that examination and an interview with detectives at Troop #3, McCoy was arrested and charged with 25 counts of dealing in child pornography.  McCoy was arraigned via videophone by JP Court #11 and is being held at James T. Vaughn Correctional Center in lieu of $250,000 secured bail.

“The need has never been greater for the technological capabilities of our Child Predator Task Force and the proactive investigative efforts it employs to track down those who would harm our kids,” Attorney General Biden stated.

The investigation of both cases continues.
