Sean Milligan named Security Superintendent at Sussex Correctional Institution

Georgetown, DE – The Delaware Department of Correction (DOC) today announced that Staff Lieutenant Sean Milligan has been promoted to the rank of Major at Sussex Correctional Institution (SCI). In his new position Major Milligan serves as the SCI Security Superintendent and a member of the Warden’s senior leadership team, with day-to-day responsibilities for maintaining safety and security for Correctional Officers, staff, and inmates. His promotion fills the vacancy created when Marvella Wise was named SCI Deputy Warden earlier this month. Major Milligan’s promotion took effect this week.
“Major Sean Milligan is a highly capable and experienced correctional leader who has pursued continuous education and training, has been called to serve as an instructor and mentor to others, and has earned promotions to positions of increasing responsibility and authority. He fully understands the complex operations of Delaware’s modern prison facilities and is in a strong position to oversee the safety and security operations at Sussex Correctional Institution,” Bureau of Prisons Chief Shane Troxler said.
“I congratulate Major Milligan for earning the well-deserved promotion to Security Superintendent. Through ensuring the consistent highest level of security across facility operations his leadership will position SCI to sustain a safe environment that support the full range of treatment, programming and activities to meet our dual mission of safety and rehabilitation,” said Bureau of Prisons Deputy Chief Kolawole Akinbayo.
Major Sean Milligan is a 17-year DOC veteran who joined the Department in 2006 after serving in the United State Marine Corp for eight years, attaining the rank of Staff Sergeant. After completing his Correctional Officer academy training he has served assignments at SCI, James T. Vaughn Correctional Center (JTVCC), and Sussex Community Corrections Center (SCCC). He earned promotions through the ranks, achieving Correctional Corporal in 2009, Correctional Sergeant in 2010, Correctional Lieutenant in 2013, and Correctional Staff Lieutenant in 2019. In 2007 he joined the Department’s Correctional Emergency Response Team (CERT). He has served as a CERT/ERT Team Leader and was deployed as a CERT member during the inmate uprising at JTVCC in February, 2017. During his DOC career he has received numerous specialized trainings and has taken on additional responsibilities, including assignments as TASER/CEW Instructor, PepperBall Instructor, ASP Tactical Weapons Instructor, Train the Trainer, and Working with Women Trainer. As a Staff Lieutenant at Sussex Community Corrections Center since 2019 he has served as a Shift Commander, Institutional Scheduling Officer, Institutional Training Administrator, Thinking for a Change Program Coordinator, Liaison for Religious Services, and a member of the Policy Review and American Correctional Association Accreditation committees. He has been received numerous recognitions, including Bureau Commendation, Meritorious Service Award, and On the Spot Award and has been nominated for Correctional Officer of the Year. Major Milligan has earned an Associate’s Degree in Criminal Justice from Delaware Technical Community College and a Bachelor’s Degree in Criminal Justice from Wilmington University.
