CPAC and OCA Release FY25 Annual Reports Showcasing Key Accomplishments


WILMINGTON, DE — The Child Protection Accountability Commission (CPAC) and the Office of the Child Advocate (OCA) have submitted their Fiscal Year 2025 Annual Reports to Governor Matt Meyer, highlighting a year of significant progress in child welfare, advocacy, and systemic reform across Delaware.

The reports underscore a wide range of accomplishments, including:


• Training more than 41,000 educators, healthcare professionals, and community members on mandatory reporting obligations related to child abuse.
• Monitoring over 1,600 cases involving child death, serious physical injury, sexual abuse, and child sex trafficking through quarterly updates from the Office of the Investigation Coordinator.
• Awarding 52 scholarships for the 2024–2025 academic year to youth with foster care experience via the Ivyane D. F. Davis Memorial Scholarship Fund and the Chafee Education and Training Vouchers Program.
• Ensuring a record number of children entering DSCYF custody were appointed both an attorney and a Court Appointed Special Advocate (CASA).
• Supporting the Child Abuse and Neglect (CAN) Panel in completing 117 case reviews involving child deaths or near deaths due to abuse or neglect.
• Advocating for and celebrating the passage of House Bill 42, which strengthens the work of the Juvenile Trafficking Oversight Team (JTOT).
• Continuing to support children through community donations, legal partnerships, and the annual Holiday Jingle hosted by the Delaware Mortgage Bankers Association.
• Launching a new training portal designed for flexible learning for professional development across sectors.
