DDC Is Seeking Community Feedback

Delaware Developmental Disabilities Council Seeks Public Input for Next Five-Year State Plan
Dover, DE  July 11, 2025  The Delaware Developmental Disabilities Council (DDC) is calling on individuals across the state to help shape its next Five-Year State Plan, a federally required blueprint that guides the Council’s efforts to improve services, promote systems change, and expand opportunities for people with developmental disabilities in Delaware.

To ensure the plan reflects the needs and priorities of the community, the DDC is gathering feedback from individuals with disabilities, their family members, caregivers, service providers, educators, healthcare professionals, and other community members.

The first phase of this multi-step process is an anonymous public survey, now available at:

In the coming months, the Council will also host public forums in all three counties and focus groups to provide additional opportunities for the community to share their voices.

“While the Five-Year State Plan is a federal requirement, we believe it truly belongs to the community,” said Dielle De Noon, Chair of the Delaware Developmental Disabilities Council (DDC). “We cannot develop meaningful goals and objectives without hearing directly from the people who live and work in Delaware. This feedback will guide how we promote systems change and advocate for policies and programs that support equity, access, and inclusion for individuals with developmental disabilities.”

The DDC encourages agencies, professionals, and community members to share the survey widely, especially with individuals with disabilities and their families.
