Governor Appoints Interim Leadership of Two Cabinet Agencies

Search continues to fill vacancies due to recent court appointments of cabinet members

WILMINGTON – Governor Jack Markell announced today his appointment of two experienced state leaders to serve as acting cabinet officials at the Department of Correction (DOC) and Department of Services for Children, Youth and Families (DSCYF) while he searches to fill those positions on a permanent basis. The Governor has appointed Karryl McManus, Director of the Division of Management Support Services at DSCYF, to serve as Acting Secretary of that department upon the resignation of Vivian Rapposelli.  The Governor will appoint Karl Hines, Bureau Chief of Community Corrections at DOC, to serve as Acting Commissioner upon the resignation of Carl Danberg.

Last month, the Governor nominated Rapposelli for appointment to the Superior Court and Danberg for appointment to the Court of Common Pleas. Both nominations were approved by the Senate. Rapposelli’s resignation became effective this afternoon, with McManus swearing in at 12:01 p.m. Danberg will officially resign on Friday, February 15, at which point Hines will be sworn in to serve.

The Governor is evaluating candidates to fill both cabinet vacancies on a permanent basis and expects to nominate candidates for those positions when the General Assembly returns in March.

McManus has been with the State of Delaware for nearly 20 years, joining DSCYF in February 2009. Prior to joining DSCYF, she worked for the Department of Health and Social Services, beginning as a Management Analyst in 1993. She quickly moved into leadership roles for the Division of Child Support Enforcement before eventually serving as Deputy Secretary of the Department for eight years.

“Karryl is a proven leader in the State of Delaware,” said Governor Markell. “Her extensive management experience and role within the Kids Department make her a clear, appropriate choice during this time of transition.”

Hines, who has 31 years with DOC, started his career as a counselor in 1981. After serving for a short time as a Probation & Parole Officer, he took on various leadership positions within the agency before being appointed to his current role as Bureau Chief of Community Corrections in 2009.

“Karl’s distinguished, long-serving career has been an asset to the Department of Correction, and the State of Delaware, for over three decades,” said Governor Markell. “He has tremendous, historical knowledge that will serve the Department well as we look to find a new leader to continue the progress made in recent years.”
